In the past 30 years for reform and opening-up, China had made enormous progress in the development of national economy and society. But In the past 10 years ,the gap of development in urban and rural areas is enlarged, and the social income gap is expanding constantly, especially the interests which the masses of middle and low income groups get from the reform are relatively limited. The life of the low-income group had not been improved too. With the population aging quickly, the function of rural land basic living guarantee reduced constantly, and the residents of urban and rural are facing up increasing pressure on employment while the Chinese society transiting. Except the basic social security system is facing up the severe difficulty at present, the development of the social security undertaking is far from meeting the demands of the social security of the low-income group in the society. The masses of rural residents and the basic social security questions of some social disadvantaged groups have not got enough concerned yet, and their basic social security has not been really brought into the basic social security system.So that, we should really safeguard the society to be fair with justice, to realize the society harmonious and realize the goal of construction of the well-off society in an all-round way, and guarantee all people share the achievement of developing. We must proceed with basic social security construction aspect of the urban and rural areas, set up the basic social security system of integration of urban and rural areas timely, according to the reality of national economy and the social developing trend, we should protect the rights of the urban and rural residents, especially the middle and low income group. Only in this way can we bring about an advance in long-term of the society and harmonious socialist cause.The thesis uses historical analysis, comparative analysis, quantitative analysis, qualitative analysis and real example analysis research approaches, investigated and compared the basic social security of urban and rural areas in China and the basic social security of western developed countries. The thesis analyzes the certainty of integrated basic social security of urban and rural areas in China in terms of Chinese historical development. On this basis, the thesis proceeds from historical changes and developing reality of the basic social security of urban and rural areas in China. Besides, the thesis also analyzes the difficulty of the basic social security of urban and rural areas in China. According to the reality of national conditions and the experience of basic social security of the western developed countries and Chinese basic social security and the next development trend of construction of China, the thesis used qualitative analysis and quantitative analysis means to study population aging, society transition, economic developing and employment equally. The thesis has probed into the breakthrough point in which the integrated system of basic social security in urban and rural areas constructed too. Beside that, the thesis evaluated index and concrete system design and proposed the needs of the constructive opinions and suggestions that meeting the needs of developing the Chinese basic social security of urban and rural areas.On the logic frame of the thesis, the thesis is divided into six Chapters. The first Chapter has researched the necessity with integrated basic social security in urban and rural areas from history and realistic angle, defined the conception of the basic social security and the conception of the integrate urban and rural .The basic social security means that with a country or regional economic developing, in order to utilize existing social resources as much as possible, and to solve the question of basically supporting parents ,basic medical treatment and the minimum living guarantee of urban and rural residents, especially the basic life of the low income person. It is different from the overall social security of western developed country with more overall social security at present. It is just a kind of more elementary social security ,do not have the properties of social welfare of people's common sense; The integrate basic social security of urban and rural areas means that with China developing at present, and greater difference exists yet in urban social security and rural social security.
