According to the ideas of Marxism concerning dialectical materialism and historical materialism, the theories of Leninism about nation and revolution, the related discussions of Mao Tse-tung and other proletarian revolutionists, and the general principles of juristic theory, the present paper probes into the third judicial reform of Japan by the abstract scientific method, the deep-going analytical method and the historical investigation method.There are many similarities on the value and aim of the judicial reform in different countries, but the reform measures and the ideologies are quite as a result of the different legal systems, social status and environments. Many countries have attached great importance to the improvement of the legal environment and these governments try to form and maintain a rational society, and to establish a sustainable peaceful ecological environment through the judicial reform, which is also the judicial reform aim of China and Japan. Japan and China are neighboring countries, separated only by a strip of water. And both of them belong to the Chinese cultural circle. Most scholars have classified the legal cultures of Japan and China into the same legal cultural circle, for there are many similarities between the two countries in terms of the forms of the judicial reform. However, there exist many differences on the essence and the goal between Japan and China. Therefore it will take an active role in the on-going judicial reform of China by opening the international viewpoint, discussing Japan's judicial reform at dawn of 21st century, seeking the economic and political factors leading to the judicial reform of Japan,...
