Japan-U.S. alliance is the most attractive bilateral alliance in contemporary international politics, which began at the initial stage of cold war in order to satisfy U.S.'s strategy coercing USSR's enlargement strategy in North-East Asia. After cold war, the basement of Japan-U.S. alliance does not exist, but it did not wither; instead, it was strengthened step by step, whose every action affects the strategic situation in the whole North-East Asia, even in the world.China is a great power which holds the balance in North-East Asia, who is closely related with the peace and stableness in North-East Asia. To study Japan-U.S. alliance which impacts the peaceful situation in North-East Asia can help us to enact effective circumjacent strategy so as to create a peaceful environment which is useful to our modernization construction.This dissertation has six chapters:Chapter One combs and analyzes the historical background against which Japan-U.S. alliance formed, amendment and development in cold war. This part firstly explores the reasons for which Japan-U.S. alliance was established by analyzing its historical background and then reflects its amendment and development combining with Japanese economy which was strengthened in cold war.Chapter Two mainly explores the course and reasons in and for which Japan-U.S. alliance were strengthened after mid-90s last century. At the beginning of the 1990s, the end of cold war made the basement of Japan-U.S. alliance gone, so the alliance fell into adrift condition. Subsequently, both the United States and Japan realized the hazard of alliance's adrift condition and the urgency to strength it; therefore, they both adjusted their diplomatic polices and national strategies, having passed the joint declaration of Security and Safeguard Between Japan and United States in 1996, Guidelines for US-Japan Defense Cooperation in 1997,and the related bills ,which redefined and adjusted Japan-U.S alliance. After the adjustment, Japan-U.S alliance coerced its adrift situation to a certain degree, strengthened the alliance, changed its nature, and promoted Japan's position and function in the alliance. After 911, USA and Japan strengthened the alliance further by the name of anti-terrorism and Japan-U.S. alliance is heading from regionally to globally, undergone a qualitative change.Chapter three analyzes the deeply reasons for which USA and Japan strengthened the alliance in terms of their own great strategies. USA's first strategic aim is to establish its hegemony throughout the world so as to prevent appearing a global force which can challenge it after cold war. In American's eyes, the countries that can challenge its hegemony mainly gather in North-East Asia, especially PRC and Japan, so USA can reach its goal which means a stone can hit two birds by strengthening the alliance with Japan: guarding China and constraining Japan. As for Japan, it wants to pave the road in order to realize its dream of being a political power by strengthening the Japan-U.S. alliance; Meanwhile, Japan also wants to reach aim constraining the great rise of China, taking advantage of American's psychological state whose aim is to guard against China.Chapter Four and Five deeply explores the effects resulting from the strengthened Japan-U.S. alliance using regional hot points and the relations between powers as breakthrough points. Chapter Four explores the influence on north-east Asia's safeguard coming from Japan-U.S alliance by light of three different angles: the issue of Korea Peninsular, the issue of Taiwan, and the issue of TMD. Japan-U.S. alliance always takes eliminating regional clashes as one of its tusk; nevertheless, it is in fact the existence of the alliance that leads to the latent regional clashes discussed above which are becoming harder and harder.Chapter Five mainly explores the impacts of Japan-U.S. alliance on the powers in North-East Asia. The peace and stableness in North-East Asia depends on the interaction between the powers in the area; however, many unstable factors have been and are being generated because Japan-U.S. alliance is strengthened now and then and has obvious exclusiveness; what's more the inter-guarding and inter-constraining factors appear in the relation between the powers, which in the long run is not beneficial to the peace and stableness in the area.Chapter Six treatises on China's strategies reacting to the negative affect resulting from Japan-U.S. alliance on north-east Asia's safeguard, which push forward economic cooperation in North-East Asia in economy, take good advantage of the conflicts between USA and Japan, the overlap in interest between China and Japan in politics, propel actively to build up the plural-lateral system of safeguard and cooperation, by which China can minimize the negative influence of Japan-U.S. alliance.
