Generally speaking, the transitional period is a period of coexistence of social contradictions and development opportunities. Today's China is in a transitional period of social changes. The problem of political order is ignited by the awakening of people's consciousness of interests and the evolution of social structure. We can say, in the transitional period of today's China, the problem of order is increasingly emerging. Therefore, it is requested that we should make a study of political order. In contemporary China, the establishment of socialist political order has explicitly defined its developmental direction and its due goal, therefore, the study of political order should focus on exploring how to better and improve socialist political order, for, after all, the operation and maintenance of socialist political order is closely connected with special social environment. To promote socialist political order in a subjective way ignoring the changes of social environment and the laws governing political development is nothing more than illusions.In order to explore the adapting approaches to political order, we must make a review of the general theories of political order. Therefore, this present dissertation, by reviewing of the general theories of political order and analyzing its connotation of political order, attempts to make a study of the adapting approaches to political order of China in present transitional period. The first chapter gives some tentative answers to the connotation, structural elements, features and measuring standards of political order, thus paving a way for examining the adapting approaches to political order of China in present transitional period. Based on the first chapter dealing with the general theories of political order, also based on the some knowledge of the social environment changes of China in transitional period, the problem of specific adapting approaches to political order of China is discussed from Chapter 2 to Chapter 7.In the light of the principle of interaction between political order and social environment, we categorize the adapting approaches to political order of China in present transitional period into two parts, namely, political approach and social approach. The political approach primarily includes political mentality, political institution and political control, which are correlative and mutual influencing. As this dissertation holds, political order is an integration of political subject, political rules and political control. Among them, political subject is a dynamic element of political order. This dynamics is primarily manifested in the political mentality with which the political subjects direct the political practice. The difference of political mentality necessarily leads to the difference of political order. Political order refers to the norms governing political life and political behavior, which are formulated by political subjects according to special political mentality. Political rules, basically, includes political institution, public policies and laws etc. Political institution constitutes the major part of political rules, being the external form of political order which embodies specific political mentality. Political control is, in the light of specific political mentality, a process of imposing influence to the political subjects'behavior and the political objects'existence so as to attain a specific political goal. Political control is a realization mechanism of political institution, relating to the practicality of specific political mentality, also to the proficiency of political institution. Therefore, it also relates to the realization of political order. Hence, from the angle of political approaches, the adaptation of political order of China in the transitional period must respond to the changing social environment in terms of political mentality, political institution and political control. Despite this reasonable and self-conscious response of political order constitutes the most important part of the adaptation of political order, however, it is still inadequate and not self-reliable. The adaptation of political order must be supported by proper social environment. If deprived of the supports of social environment, political order can't operate in an orderly and effective way, for, political order is existing and operating in a certain social environment which profoundly affects the operation and maintenance of political order. Therefore, the adaptation of political order is not a single-track operation of political system responding to social environment, but an interactive operation between political system and social environment. Though the social environment advantageous to the operation and maintenance of political order includes many aspects, the political person, social capital and interest order in a certain social context are whereas three most important components. As for the adaptation of China's political order in the transitional period, from the angle of social environment, the modeling of political person with modern political qualities, the cultivation of positive social capital and the overall arrangement of interest order are no doubt three important social approaches to promote the adaptation of China's political order in the transitional period. |
