The e-government of developed countries , especially United States , have entered the period of service e-government . The main idea of it is to build an on-line government for the sake of all citizens through breaking departments' boundaries . However, In China, the government's problem of departments' dividing and doing things in their own ways is more serious than before . It seems an obstacle on the way to our future e-government. The basic goal of e-government is to improving the government public services and building a boundaryless government by information technology and internet technology . In China , the focus of e-government has mainly been on the public sector reform of integrated management when it provides public eservices .Eleanor has said in a book that the complexity of public administration is mainly because of its' lack of a series of concepts and correlative theory frame . The concept of "synergy" provides a good solution for the above problem . "Synergy" can be understood as " 1+1 > 2 " by simply meaning, that is a process of several subjects' cooperation with the same goal which leads the benefit's rising in value . Thus, the collaborative government is designed for vertical accountability relationships and horizontal or "networked" accountability across government agencies . Information technology and internet technology help to this administrative reform of government public departments . The technological revolution made it possible to connect different government public departments in "whole-of-government" ways when they provide public services . Citizens can choose whatever government public services they want and the services across different departments can be realized .That is what this article discussed . So it named " Research on the Collaborative Government Public Services under the Network Environment" .The full text explained what the collaborative government public services under the network environment means from the beginning . Then , it pointed out the factors which influence the collaborative government public services under the network environment. In the end , it analyzed the four main elements of the synergy system which leads to the collaborative government public services . And the four main elements are collaborative subjects , collaborative ways , integrated resources and collaborative systems .First part is about the meaning of the collaborative government public services under the network environment. At first, it discussed the concept of " synergy " and the synergistic effect of government public services and then explained what the collaborative government public services under the network environment means . Further , it pointed out the area of the collaborative government public services under the network environment according to the synergy principle . Finally , it analyzed the types , characters and goals of the collaborative government public services under the network environment.The second part discussed the factors which influence the collaborative government public services under the network environment. These factors can be divided into two parts , that is , social environment factors and synergy system factors . The former ones include political factors , economic factors , cultural factors and so on . The latter include the demands of government public services , the complexity of the government public services projects , the relationships between different government public sectors , the level of the collaboration technology , the development level of e-government and so on . These factors will do something to collaborative solution , collaborative ways , collaborative scope , collaborative depth , collaborative relationships and collaborative effect etc..Third part is about the collaborative subjects and their relationships under the network environment. After the description of the meaning and scope of the collaborative subjects , it pointed out that there are three levels of the collaborative subjects—the executive level , the managing level and the decision-making level. Each level has different kinds of collaborative subjects too . The relationships between different collaborative subjects can be described as centralized collaboration or equality collaboration . These relationships can be changed when market demands have changed .Fourth part discussed the collaborative ways of the collaborative government public services under the network environment . At present , there are three main collaborative ways , that is , " one-stop " collaborative service , collaborative customized public information service and collaborative self-service . The " one-stop " collaborative service is aimed to controlled public services . The collaborative customized public information service is aimed to public information services . And the collaborative self-service is aimed to public social services . At last, it analyzed the function, the work flow and the applicable scope of each kind of collaborative ways .Fifth part focused on the resources of the collaborative government public services under the network environment . It analyzed four kinds of resources with regard to collaborative services . These resources are information resource , human resource , public finance's resource and government culture resource . Then it analyzed the integration of each kind of resources .The last part described the institutional safeguard for the collaborative government public services under the network environment . The institution construction includes the law system , the performance measurement system and the standard system of the collaborative government public services under the network environment. The frame of this collaborative institution is a suggestion to the government.
