The Study On The CPC's Rural Organizations In The Village Government

China is a great agriculture country with a large number of farmers. "Three rural issues" has been the most important issue of China's revolution and construction, because the sociality will develop firmly provided that the peasantry lived comfortably. Management of rural grassroots governance is an important component of contemporary Chinese society. Leadership and management of Village-level party organizations in rural governance is the key to success, and which will affect the ruling party's ability to govern and the whole foundation to rule. From the period of democratic revolution when our Party taken her limited governing to the initial period of nation founding when our party taken her whole governing, the core of Village-level party organizations in rural areas have always been the executor and improver of the party's policies and principles. The tasks in different periods of history and the organization played an important leadership role.After the reforming and opening up, there has been great changes in the countryside of China such as economy,polity,culture,social status and so on, which had complicated the government of village and encountered an new challenge for the Party's construction of basic organization. How to deal with such complication of operating environment and how bring the Party's central action of basic organization into play in the country? Firstly, the essay has set a scientific orientation for the skeleton form of Party in the country in the terms of government. The Party's skeleton organization of status and function were given by constitution and law, which has guided politically, inwardly, fatally and mainly. Synchronously, during the process of orientation in the country government. The essay also has pointed that the Party's basic organization should take order with villager council comfortably, which would be guided by the Party' s basic organization and work well, that is realistic requirement that regime has gone firmly in the government of country.Secondly, since the policy of reforming and opening has taken, China is coming into a historical period of importance, which has showed a transformation from traditional society to modern, from traditional civilization to modern. All of these forced the ruling styles and methods which our Party are operating in the countryside changed greatly. The article has also analyzed the reformation of country government that is transforming from ignored administration leading, administration order, absent current affairs of villager to democratic vote, democratic decision, democratic supervising and democratic autonomy. On leading the way in the rural grassroots organizations, we should change our former leading way from "Do anything for wanting" to "Something to do, and something not"; from "Compulsory orders "to "Democratic guidance governance" ; and from "organize the village with power" to "manage the village with principle". The reformation of the Party' s basic organization and country' s government will require for the better in the construction of the Party' s organization. So we should strengthen the construction of the Party' s organization as following: reinforcing the construction of thought, organization, party member of troop, system and way in the country of the Party' s basic organization. Simultaneously, we should actively search for the effective way to build the Party' s basic organization. Beside, we should carry out strictly the important thought of "Three Represents" , have an education campaign with maintaining the advanced nature of Party members, which can improve the administrational ability both in the Party' s basic organization and party member in village.Finally, basing on the problem, which has been found in observing thecountryside government currently and the importance of strengthening the construction of the Party' s basic organization, this study has showed that as the farming tax has been canceled wholly China has entered post-agriculture tax era. So we should face the chance and challenge followed by these changes with more imperturbability of mood. The effect of the Party' s basic organization, which belongs to country' s government, should be exerted fully to drive the design of new country hardly.
