The purpose of the dissertation is to discover the impact of domestic politics on treaty-making activity from the perspective of Canadian digital copyright law. The dissertation contains six chapters, besides the introduction and conclusion.Chapter one introduces the development of copyright law in historical period of Canada concerning the treaty-making power. Colonial period, the age of King, Mulroney and Chrétien to find out the impact of domestic factors on treaty-making activity. Chapter two outlines the cooperative gaming among contracting nations on the WIPO Diplomatic Conference to conclude WIPO internet treaties and the treaty-making activity that every country made.The third, fourth and fifth chapters are the main body of the dissertation which analyze different positions Chrétien Administration, Martin Administration and Harper Administration take on the internet treaties. What kind of rational choice has every government made under the pressure both from abroad and domestic interest groups, esp. in the global mutual-dependent society, to protect the national interests. The last but not the least chapter rethinks the research subject, that is, domestic politics and treaty-making activity has mutual impact, foreign policy is the result of balance of national interests and domestic interest groups' needs.
