With the faster pace on the course of China's reform, the social structure undergoesmajor adjustment and drastic changes, and the social contradictions are more conspicuous,which directly influence China's development and stability. However, the delayed shift ofChinese political regulation mechanism actually renders the study of political regulationimperative in political practice.Standing at the heights of time in a new century, focusing upon the most importantproblems facing the socialist modern construction, insisting on the principle of the unity oflogic and history, and taking the materialistic historical theory as the instructor, this articledeals with a systematic and comprehensive study on current Chinese social conflict andpolitical regulation. This paper provides macro-philosophical approach, which helps to have agood command of the basic situation and characteristics of Chinese social conflicts, and adeep research will be conducted into the political regulation's primary framework, mechanismand principal. Thereby, readers can have a clear picture of China's political regulation.The first part makes a deep research into the basic characteristics of the social conflictsso as to grasp its primary theory.Conflict and control in politics is a theoretical problem of practical significance. Throughthe analysis of the conflict problem, this article aims for a better understanding of foreigntheories of social conflicts, Marxism about the fundamental of the social contradictions, theconflict connotation, and the clarification of scientific concept and basic characteristics of theconflict. Having the footholds above, it discusses the connotation in China's social conflicts,analyzes the agents in the emergence of the conflicts, and mines the other side of the conflictsfor latent deep-rooted causes. At the same time, it makes an in-depth analysis of basiccharacteristics of China's social conflicts. Through a study on the current social formation, theconflicting structure of main body, scale, and intensity, the network influence on it, and thesocial conflicting group's psychological state, this part analyzes the current social conflictingevents, which paves our way to recognizing the impact they would exert on the wholereform-and-open situation.The second part makes a deep research into the basic framework of political regulation.Relying on the clarification of the political regulation's basic connotation, the study onits primary theory, the knowledge of the value and policy the government takes on regulation,and the understanding of the relationships among regulators, this part presents acomprehensive view on its basic conception. This part settles three issues in point: thevalue standard of the political regulation; its structure of main body; its basic policy.Having the footholds above, this part makes an overall dissection of the major problems present in the Chinese political regulation mechanism.The third part makes an analysis of how the political regulation mechanism operates.During this very period when social contradictions appear conspicuous, social conflictsalso become more and more frequent, destructive, uncertain, and urgent, which merits specialattention and cautious handling. Therefore, the operation of the political regulationmechanism is distinctive from average government management, and it poses higher demandon the construction and management of the mechanism: the national central system mustmonitor the occurrence of social conflicts and predict its tendency; the policy takenshould be able to turn social conflicts around; when social conflicts escalate into socialemergency, effective counter-measures should be adopted to restore society to the normalstate.The fourth part makes a study on the primary principals of the political regulationBuilding a harmonious socialist society indeed is the way in which we keep going aheadas well as properly handling all kinds of contradictions. China is faced with certain imperativecontradiction and social conflict at present. The key to these lies in envisaging contradictions,and finding effective means which can resolve them. There are three solutions: we canconstruct a social coordination mechanism which functions as a social-conflict container andresolver, and it can urge the social development; we can build a common value systemwhich calls for the recognition of the same goal with the social development; we canstrengthen the social construction and management, and pool all social resources.
