Anti-drug Non-profit Organization And Its Operating Mechanism

In order to enhance the capability of education, supervision, conversion and salvation of drug abusers resided in communities, prevent and reduce crimes from the source, Shanghai S Social Work Organization which is the first anti-drugs NPO in Chinese mainland was established by the strong support of government at the end of 2003 years. Its nativity caused the extensive concern of the public, and the main reasons are two: first, it represents the exploration and endeavor of making social work vocationalized in Chinese Mainland; Secondly, it is a important innovation and breakthrough in theory and practice that government impulsed the establishment of S Organization and made it perform governmental function, government purchased the services and S Organization undertake and fulfilled the services in order to realize their connection in function, by this way it solves those problem what organization should undertake governmental function and how to undertake the governmental function when governmental returns power to society.However, the author found that S Organization had presented many phenomena which were not consistent with its rule and vested operation procedure and logic in process of actual operation through the field survey, for example, it was independent operation or fettered by government? Making profit or nonprofit? Social work organization or government? Professional or non-professional social service organization? Obviously, those phenomena are not explained only to pay attention to the inside of organization unless placing the analytic angle of view under a dynamic social background and clarifying the objective and realistic environment of establishment and operation of S Organization.So this dissertation adopts the perspective of interaction between organization and environment, centers on organization operation to analyze dynamically how government sought and realized its benefit by supporting the establishment and operation of S Organization, what interaction relations it was between S Organization and government in process of actual operation from establishment of organization, the input of resource, construction and operation, restriction and debugging etc., and discuss the deep influence which comes from the pursuit of governmental benefit, the conflict between S Organization and all levels of government along with their function section, the defects and conflict of institutions provided by government. Further, this paper points out that the reason why S Organization presented those phenomena of character variation and target displacement are not the outcome of its independence choice but a result suffered by strong government power.From the analysis, the author also thinks that it is a better path choice that NPO asks help of the government power and resources advantage to achieve its establishment and operation under Chinese current realistic condition, on the other hand it is also very important to grow and improve the capability of NPO independent operation in order to achieve the double wins between government function change and NPO development. In addition, the author believes that the practice of establishment and operation of Shanghai anti-drug NPO will be also have an important influence on reconstruction and improvement of communities anti-drug work in the long term.
