The dissertation aims to study the emergence and procedure of the great number of accusations of county magistrates by Guang Xi masses and bring to light the basic factors for the development and final loss of legality at root levels by the Republic Government ,by analyzing the different ideas and opinions about the lawsuits and the emergence of the authority recognition crises and the responses by the Government The disputes of rights and interests unavoidably exist between the magistrates and the masses because of the political construction and enacting of policies under the national development of the root powers as well as the state political power extension It is a good plan to solve the disputes by means of modern political lawsuits system by the Government .and the emergence of accusations of magistrates by masses results from the efforts the Republic Government makes to remove the conflicts between the official and the masses .The dissertation embarks on the exploration at the system level and practice level in view of the study objects and analysis prospects .The whole study thought is to historically reveal the Guang Xi case with which as organic part of the Chinese modern country construction during the Republic Government ,based on modernization theories and principles of politics , the Chinese modern country construction , the modern development of political lawsuits system , the masses accusing and informing against officials encouraged by the Government to enact policies and purify official management .The specific thought is based on the county political powers with the attitudes of Guang Xi Province Government of accusations of magistrates by Guang Xi masses and the results of the lawsuits as the study thread ,and more attention is paid to survey of the categories ,the time and district division of the lawsuits .The dissertation is to inquire into the disputes between officials and masses and then uncover the development ,consolidation and collapse of the county level political powers ,by detailed analysis of the categories of county magistrates, the causes of accusations and the results , and by crosswise comparison of the simultaneous lawsuits of a kind in Giang Xi ,Hu Nan and Si Cuan.In the light of the thought, The dissertation falls into four chapters as well as the introduction :Looking back on the lawsuit attitudes of Chinese traditional society masses and emergences of accusations of officials by masses , Chapter 1 describes accusations of officials by masses in the view of laws issue and systems set up .meanwhile it also give a specific description of some special regulations depending on the situations at the central and local levels ,with which as the premise of the dissertation.Chapter 2 offers individual and specific analysis and description of the categories ,time and district divisions ,and results of accusations of magistrates by Guang Xi masses .Chapter 3 pays special attention to the categories of county magistrates involved in the lawsuits against them by Guang Xi masses and probes into the inter factors for their frequent involvement in lawsuits .Chapter 4 offers crosswise comparison of the simultaneous lawsuits of a kind in Guang Xi ,Hu Nan and Si Chuan to find the similarities and differences of them in the stable province (Giang Xi),,semi-stable province ( Si Chuan) and disturbance province (Jiang Xi and Hu Nan),while probing into the lawsuits against county magistrates by Guang Xi during the Republic Government.The conclusion outlines the changes and results of accusations of county magistrates by masses during the Republic Government.Chinese traditional culture values harmony ,with which as the core of the quality Chinese nationality cultural traditions.Chinese peasants have been accustomed to obedient ,law-obeying , harmonious and stable lives .but why do the historical social disturbances come from them the experiences and lessons from the research into the phenomenon of accusations of county magistrates by Guang Xi masses and the causes and results can serve not only the past but also the current.
