In contemporary political supervision system of China , Supervising ruling party is a considerable weak link in the light of theory and practice. To smoothly push ahead with process of democratic politics. The power supervision and restrict of ruling party objectively should be strengthened. The Dissertation study how to strengthen power supervision system of ruling party .The Dissertation includes five parts.To supervise is to monitor and urge. In the sense of politics,'supervise'means the restriction of power, i.e.'to limit power with power'. Internal supervision within the Communist Party of China (CPC) refers to the self-supervision from within a party and it is vital to any party.In the contemporary political settings in China, strengthening the internal supervision and establishing a complete and scientific mechanism to limit power is a realistic and urgent task for the current establishment of CPC. Guided by the basic principles of Marxism and using research methods like dialectic analysis and comparative study, this dissertation systematically studies the internal supervision theories and practices of CPC; and through the review of internal supervision of the Communist Party of the Soviet Union and the description of structure of internal supervision system within CPC, this dissertation analyzes the different emphasis of internal supervision within CPC during different historical periods and features of the changing status of special institutions for internal supervision and discusses the effective methods that could be adopted to strengthen the current internal supervision system within CPC. This dissertation consists of six sections, with brief introductions to each section as follows.Chapter One: Several Theoretical Issues about Internal Supervision within CPC. Terms like'supervise'and'internal supervision'are defined in this chapter. As this dissertation mainly addresses issues about internal supervision within CPC, this chapter also makes it clear that as the only ruling party in China, the CPC has to strengthen the internal supervision system. The last part of Chapter One is the analysis towards the features/foundations and principles of the internal supervision system within the CPC.Chapter Two: The Development of Internal Supervision System within the Communist Party of Soviet Union. In this chapter, through a review towards the development of Internal Supervision System within the Communist Party of soviet Union from Lenin, Stalin and Khrushchev periods to Gorbachev period, the problems with Communist Party within the Soviet Union are identified and discussed. From the history and development of the internal supervision within the Communist Party of the Soviet Union, we can conclude that the construction of internal supervision system is not only a top-down process but more importantly a bottom up one. Only in this way can the CPC get democratic supervision and avoid autocracy and overcentralization of power.Chapter Three: The Development of Internal Supervision System within the Communist Party of China. With the review towards the history and development of the Internal Supervision System within CPC, this chapter analyzes the emphasis and status of special supervision structures in CPC during different historical periods including Beginning of Establishment of CPC, China's Resistance War Against Japan and Liberation War, Beginning of the Development of CPC, Anti-right Deviation Movement and Cultural Revolution.Chapter Four: The Current Internal Supervision System within CPC (dual leadership). This chapter elaborates the current operation mode of internal supervision, i.e. the Party's local commissions for discipline inspection at all levels and primary commissions for discipline inspection function under the dual leadership of the Party committees at the corresponding levels and the next higher commissions for discipline inspection. This chapter has applied case studies to analyze the establishment and actual operation of dual leadership system and demonstrated and analyzed the supervision tasks/responsibilities and means adopted under the dual leadership system in which the Party's discipline commissions at various levels participate in democratic performance appraisalsmainly through attending relevant meetings of the leading Party organizations in the said organs as non-voting participants.Chapter Five: The Further Perfection of the Internal Supervision System in China. On the basis of analysis on situations that CPC is facing both home and abroad, this chapter has pointed out the current weak points and important problems that need to be dealt with urgently and by combining the experiences and lessons of both Communist Party of the Soviet Union and CPC, has given some basic ideas towards the strengthening and improvement of internal supervision. Currently the key task for internal supervision is anti-corruption and the Party's style of work, with the key target Party's leading cadres at all levels, the chief leaders in particular. Based on these urgent problems and combined with the historical analysis towards the construction of internal supervision system, this chapter also argues that adopt the model of vertical leadership of the Displine Inspection Committee and strenthen the supervision of party organizations and members at all levels towards the Displine Inspection Committee and establish and make corresponding rules and regulations perfect.
