In the current research, happiness, achievement motivation, and their relationship with personality were explored among officials in local governments. Because there are differences on happiness, so in the first study, qualitative methods were employed to develop happiness scale is examined to assess the happiness of officials in local governments. A total of 855 officials in local governments completed happiness questionnaire. Factor ananlysis indicated a coherent model, including 7 factors of harmonization, achievement in career, home satisfaction, self-actualization, optimism, achievement of families and welfare. We also find that different characters or features of subjects have different influence on happiness. According to Atkinson's achievement motivation theory and Yu's achievement motivation theory, in the second study, we construct a scale to measure local government officials's achievement motivation and report its psychometric features. Regression analysis indicated that achievement motivation could predict happiness. Finally, in the third study, a path model connecting personality traits, achievement motivation and happiness was examined. The results indicated that personality dimensions"Talents","Extraversion"and"ways of life"significantly predicts happiness, the personality dimensions"ways of life","behavior styles","Extraversion"and"Kindness"significantly predicts achievement motivation. The author discussed the findings'implication for management in Chinese public sectors.
