The Democratization Of Global Governance Research

After the rise of global governance, the democratization of the global governance is a practical and critical issue arising in a globalizing world. This dissertation applies Marxist standpoint, perspective and method and refers to the existing related researches on the theory and practice of global governance. It's based on the close relation between global governance and democracy against the background of globalization. It analyzes the rise of global governance and the necessity and possibility of its way towards democratization in order to show its nature and value and shows that's the surest way to the harmonious global good governance, which helps to solve the common problem of mankind and establish a harmonious world of lasting peace and common prosperity. However, because of the existing hegemony and power politics, it must be a tortuous process for global governance. With the growing of the power restricting on hegemony and power politics in the global society and the urgent need to solve the growing global problem by global cooperation, democratization of global governance and creation of a new harmonious world would be an inexorable trend for the development of global governance.The main part of this dissertation is made up of introduction, body and epilogue. The introduction part explains the initial idea and significance of the section of this dissertation, which says that since democratization of global governance is evolutionary objective fact, it is of great theoretical and realistic significance to research into this problem. It also gives a general review on the status of democratizing global governance both at home and abroad as well as making a brief introduction of the method, content, structure, innovation, emphases and knotty problems of this dissertation.Chapter 1 presents the rise of global governance against the background of globalization. It starts with the discussion of the objective transition of international politics towards global politics in the era of globalization. Then it analyzes the variations of the role and status of modern nation-state in the era of globalization and some practical factors in the rise of global governance such as integration with the global economy, the glowing interdependence of the global society as well as worsening global problems. Finally, after making a comparison between governance and rule, it discusses the development of the theory, the components, core concept, differentiating models, characters and the future development about the global governance, and points out that the global governance is a process of democratization in global governance and a perfecting course as well.Chapter 2 focuses on the discussion about the democratization of global governance. Firstly, the tendency in democracy spread around the world is discussed, which states that democracy has become the universal value, and that more and more countries have established democratic political system and that at the international level there's increasing democratic elements, for instance, international organization, NGOs and global civil society become a major force promoting democratization of global governance. However, it emphasizes that the spread of democracy around the world is not equivalent to the western countries'exporting democracy. Secondly, it discusses the concept and content of democratization of global governance. It is pointed out that global governance has much to do with democracy , and it proves that democratization of global governance can ensure its legitimate and effectiveness and contribute to the formation of a just and reasonable new international political and economic order, and it also has great significance to foster more public's participation and reduce the number of free riders. Lastly but not least, in this chapter, it discusses the inevitability for democratization of global governance from aspects of the development of its notion and historical experience, and takes the democratization of EU for example, to further expatiate the inevitability of the democratization of global governance.After the discussion on the possibility and necessity of democratization of global governance, it turns to another important issue of how to approach it. So Chapter 3 focuses on the way to achieve democratization of global governance through three levels of nation, inter-country and super-state. It begins with the analysis of two forms of empire and argues that there's no need of empire-style global state in the process of democratizing global governance. Then it demonstrates the spread of democratization of global governance with and between countries and at super-state level, the obstacle and the related elimination methods emerging in the course of interstates'promotion of democratization of global governance, in which global civil society is vital force. After that, it indicates that UN is a needful coordinating center in the process of the promoting democratization of global governance. The precondition, the basic function and various factors restricting its influence of UN as the coordinating center are pointed out, too.Chapter 4 mainly discusses that the future direction of democratization of global governance is towards a harmonious world, which is a combination of the harmony thought in Chinese traditional culture and reasonable governance ideas in western global governance theory and is an objective reflection of the development trend of the current world and universal demand of human's progress. In this chapter, it discusses the background and significance of global governance, the concept of harmonious world and makes a deep research into the relations of the creation of harmonious world and the promotion of democratization of global governance. It concludes that former is the result of the latter and the two are intrinsically persistent because both are to achieve good governance around the world. Therefore, harmonious world must be the ultimate representation of global good governance.The epilogue summarizes this research. It claims that global governance arises from globalization. Although in practice global governance confronts a lot of obstruction and distortion, it's a developing objective fact for global governance towards democratization and with the increase of democratization of the course of global governance, hegemony and power politics will be eliminated gradually. At that time, the real global governance will come into being. This is surest way towards global good governance and harmonious world.
