Study Of The Organizational Form Of The Local Party Committee System Of The Communist Party Of China And The Operating Mechanism

Committee system is the product of the development of representative democracy. As the design of system and the organizational form, is widely used in the management practice of national governance, political organizations, economic organizations, as well as other social organizations. Because it can solve the issues of specific form of democracy, the system is full of vigor and vitality. The political party is the political organization along with the development of representative democracy. In the process of development of party politics, committee system has become the basic organizational form. Based on their class nature and inherent characteristics, in accordance with the principle of democratic centralism, committee system became the basic form of political parties of working class, known as the system of Party committee.Since its founding, the Communist Party of China has attached great importance to the issue of building the system of Party committee. At different periods of history and objective circumstances, the organizational form and operational mode of the system of Party committee reflected different characteristics. Especially after being in power, the Communist Party of China is the core of leadership, which is the foundation stone to designing China's fundamental political system. As the core and key of Party's leadership system, the system of Party committee will undoubtedly become the important component of Chinese political system. Its operational condition is not only a direct reflection of the degree of inner-Party democracy, but also directly affects the scientific and democratic of entire political system. In such a basic point, to research the organizational form and operation mechanism of the system of Party committee, for expanding intra-Party democracy, reforming Party's leadership and governance, strengthening and improving Party's leadership, consolidating the party's ruling position, promoting political restructuring, expanding intra-Party democracy to develop people's democracy and increasing intra-Party harmony to promote social harmony, is undoubtedly of great theoretical and practical significance. Based on the needs of practice, as well as different features of central, local and primary Party organizations, I choose the system of local Party committee as the subject of study. It can get the inspiration and basis from innovative practice of primary Party organizations, which serves the guidance of the practice of primary Party organizations. It also can provide experience and ideas for the reform of central Party committee, to maintain the relative stability of the political system and be accord with progressive path orientation of political restructuring.Centering on the theme, the paper focused on the following issues:Firstly, I introduced the significance of the topic, outlined the present studying situation of the system of local Party committees of the Communist Party of China, summed up several representative academic viewpoints and analyzed shortcomings in the study.Secondly, in the first chapter, I mainly constructed the theoretical analytic framework of local Party committees of the Communist Party of China. According to the shortcomings in the study, I analyzed the process of formation and evolution of committee system in the background of human's democratic development, summed up the core values and operational law from a political perspective, introduced activities of the committee system in modern political parties. Another, I introduced the basic viewpoints of the Marxist classical writers to the system of Party committee, and the basic practice in activities of the political parties of working class. On this basis, I defined the concept of the system of Party committee of the CPC, and explained its multi meanings from the reality of the Chinese political system.Thirdly, in the second chapter, on the basis of above theoretical analysis, drawing on the theory of modern management, sociology, and other relevant analytical methods, I analyzed its main framework from three-dimensional description: the vertical structure, horizontal structure and internal structure, and its relations which need to give important to correctly in the operating process; summed up its basic function according to the Party Constitution and the Commission Ordinance of the local committee of the Communist Party of China.Fourth, in the third chapter, from the angle of historical development, I mainly studied the history course of local committees of the Communist Party of China, combined their development context, and analyzed the internal change and external performance in the form of organization and operation mechanism under different conditions of leading the revolution and being in power. Under the background of the war system, the planned economic system and market economy system, I studied the historical logic of local Party committees, and draw some deep reflection and inspiration.Fifth, in chapter IV, according with the practice of reform and innovation of the leading bodies of local Party committees before and after the Seventeenth National Congress of the Communist Party of China, I analyzed the operating reality of the system of Party committee of the CPC, and the outstanding issues in the institutional framework, institutional building and operational mechanism, particularly after the reform of the leading bodies of local Party committees, in order to further improve its reform and find a breakthrough and a reasonable starting point.Sixth, in the fifth chapter of the thesis, based on analysis of chapter IV, I put forth the basic ideas that institutional and mechanisms reform is the basic path, the allocation of power is the main line, the regulation of vertical, horizontal and internal to power is the focal points, and provided some specific political proposals combined with the outstanding problems that presently exist.Seventh, in concluding remarks, from the future-oriented perspective, I summed up few developing trend of local Party committees of the CPC under the new historical conditions, trying to provide a forward-looking perspective to theoretical study and practical work.
