Man is the soul of the universe. Social development and historical evolution are the results of human' s conscious activities and practice. As the essence of mankind, high-caliber personnel carry history forward. The Communist Party of China has always attached great importance to their employment and troop construction. Specially, as human society entered the 21st century, according to the constant change of international and domestic situation and the demand of Party' s own construction, the Party Central Committee proposed the principle of the Party being in charge of personnel, and further established important status of personnel work. Obviously, facing many new problems in new situation, the principle of Party' s supervision over personnel is a brand-new topic, it needs exploring and performing in practice.After witnessing China's long match through revolution, socialist construction, and reform and opening up, finally, the principle of the Party being in charge of personnel came into being. Before its establishment, the Party mainly managed high-caliber personnel by two methods: first, it applied the principle that the Party is in charge of cadre management; second, it built up the intellectual policy. Indivisibly, the Party' s cadre route and the intellectual policy, even thought contain their own but closely linked systems respectively, had drew a circle of selection, cultivation, management and employment of high-caliber personnel. The Sixteenth National Congress of the Party started a new phase of building a well-off society in an all-round way which proposes a new request for management of human resources. In order to strengthen the supervision over personnel work, guarantee the implementation of the strategy of strengthening the nation with trained personnel, timely, the Party Central Committee raised the principle of the Party being in charge of personnel.The principle of the Party being in charge of personnel has its profound background. To build a well-to-do society, we must adhere to the Scientific Outlook on Development and insist on an all-round, coordinated, and continued development, which is in great request of high-caliber personnel' s support. The constantly changing international human resources environment has challenged traditional modes of personnel supervision, new management ideas and methods are wanted. Market economy also calls for much higher quality of personnel and stimulates mobility of talents. Socialist market mechanism plays a fundamental role in the distribution of human resources, and requests for personnel work matched with laws of value and market discipline. In order to fulfil the requirements of knowledge economy which acts as carriers of knowledge and the core of socialist economic development, the high-caliber persons become more and more important. International competition which challenges traditional principles of personnel development and troop construction, in fact, is a competition of occupying great members of high-caliber persons. The demand of enhancing the Party' s governance capacity asks urgently for large quantities of capable leaders helping to govern our nation, army, and so on. We will make innovations in systems and mechanisms for personnel work and arouse the creativity and enterprising spirit of all types of personnel to create a new situation in which capable people come forth in great numbers and put their talents to best use.The Party' s governance of personnel applies macro-control, policy control, coordination control, service control. Using the four 'control' , the Party will achieve its goal that coordinates personnel cultivation and development of socialist economy, assures personnel' s health growth, gives full play to their professional knowledge or skill. In present, main duties of carrying out the principle include: to renew traditional ideas; to implement macro-control over talented personnel; to assist in handling personnel cultivation, to give full play to their professional knowledge, to improve their working environment; and to assure their safety. In addition, the correct interpretation of the principle should be that our Party will utilize various methods in areas of administration, law, market and so on, organize and mobilize high-caliber persons, inspire their enthusiasm and initiative, in the end, enter a new stage in personnel management. Therefore, five important relations need treading coordinately, they are: the relation between the principle of the Party being in charge of personnel work and the market distribution of human resources; the relation between the principle of the Party being in charge of personnel and the law of talented personnel cultivation; the relation between the principle of the Party being in charge of personnel and personnel' s initiative; the relation between the principle of the Party being in charge of personnel and administration by the law; rules; the relation between the principle of the Party being in charge of personnel and the persistence of the mass line .Supervised objects of the principle includes talented persons in different types, mainly, six troops of them: the Communist Party members , the Party and government leading cadres, the specialized technical personnel , the qualified personnel of enterprise business management, the special-skilled workers, and the practical personnel in countryside. According to individual differences, the principle also insists on implementing personnel troop construction which needs expanding scales and improving their qualities.In essence, it is a long term, overall and fundamental problem of the principle to establish a suitable effective development system of personnel work complying with socialist market economy. We must establish and consummate seven systems: the personnel training system, the personnel evaluating system, the personnel selective system, the personnel mobile system, the personnel motivational system, the personnel attracting system, and the personnel investment system.The vital significance of the establishment and implementation of the principle of the Party being in charge of personnel is remarkable, for example, it grasps the laws concerning the Communist Party' s governance of power, and it will help maintain the Party' s fineness, enhance the Party' s governance capacity, guarantee its security. Again, it grasps the laws concerning socialist construction, crystallizes the experience of Chinese socialist construction and revolution, guarantees the performance of the strategy of strengthening the nation with trained personnel, reflects the internal demand of the Scientific Outlook on Development. It has embodied the historical view of Marxism about the development rules of human society, then has carried the human development theory of Marxism a step forward.
