After the cold war, the international environments and social situations of East Asia have gravely and profoundly changed. The international relations of East Asia are not been simple, but complicated. Lots of conditions which formed during the cold war to maintain regional peace and stability have greatly changed, however, the new conditions are building and consolidating. The rigid structure which was the legacy of the cold war has already lost the practical effects of solving the complex problems of East Asia; the increasingly prominent security issue objectively requires constructing a new regional security framework; it needs to be urgently strengthened to the institution and function of East Asia regional economic cooperation based on China, Japan and South Korea. To continue and draw lessons from historical experiences of the transition of East Asia system, to conform to the requirements of the Time's theme and characteristics, to survey and tease comprehensively all kinds of relations, optimizing structure, variability and order to avoid"undercurrent","dark current"and"circumfluence"of the transition of East Asia system, to defend national sovereignty and national interests, to maintain and promote East Asia'security and prosperity, China all need to seek the solution and tactics in terms of the grand strategy.In order to study above the problems, the thesis spreads from the following seven parts, including introduction, text, conclusion and appendix. Through connecting with the logic of history, the logic of theory and the logic of reality, the author establishes a framework with world history-international strategy-foreign policy, deduces with valuable rationality-institutional rationality-instrumental rationality in regular sequence, tries to construct the academic framework of China grand strategy and puts forward the implementation principles, the road map of the target and operational dimension of China grand strategy.Charter 1 is the historical cognition of the transition of East Asia system which includes two views and logic. By reviewing the historical process of the transition of East Asia system from the direction of institution and civilization, the thesis seeks some historical experiences. On the one hand, the thesis reviews the changes of the East Asia from the direction of institution evolution in the history, the characteristics of the consequences which changes have been enforced is that, as the leading power in East Asia forces fading, the intensity and extent of institution supplying in East Asian shows the features of functional descending. On the other hand, the thesis analyzes and illustrates the three civilizations which once occupy the leading position in East Asia in the history, including The China-vassal States' International Order, West Centralism and Pan-Asianism. These"cultural scenario"provides the legitimacy and support for the empire political and institutional evolution of the system of East Asian in the history, and become the potential excuses and evidences that some countries continue to reasoning, it is also the crux of the problems which do not eliminate, keeping long-term in the psychological and perceptive"image"and"reflection"in East Asian countries. Therefore, the diversity of civilization and civilized coexistence are the key factors for the harmonious East Asia.Chapter 2 is the realistic perception of the transition of East Asia system which considers geopolitical structure and geopolitical relation. The thesis sets forth the realistic course of the transition of East Asia system after cold war from the direction of reengineering geopolitical structure. Based on reviewing and studying to realistic circumstances of East Asia from the direction of geopolitical relation, the thesis quotes three cases to illustrate it. First is the cognizance's geopolitical relation, taking Japan's sea power as an example. The thesis studies Japan's evolution of the view on sea power, then reviews the current situations and features of disputes between Japan and its neighboring countries, and at last teases and finds some ideas and ways. Second is the cognizance's geo-economics relation, taking China-North Korea-South Korea economic and trade relations as an example. China, as the world's only country which has close relations with the Korean peninsula's countries, has a special responsibility for the Korean peninsula's security and prosperity. To promote and expand the economic and trade relations between China and the Korean Peninsula's country, it no doubt provides the conditions and ways to ease or even remove security dilemmas in Korean Peninsula. Therefore, the thesis analyzes China-North Korea and China-South Korea's economic and trade status and characteristics, and puts forward respectively some tactics of deeply developing the bilateral economic and trade relations.Third is the cognizance's geopolitical security relation, taking cooperation on energy security in East Asia as an example. Energy security has become the structural problems of security in East Asia. By reviewing the current situation and predicament of energy security in East Asian, the thesis puts forward some models and ways for cooperation on energy security in East Asian.Chapter 3, 4, 5 structurally follow the thinking and basic principle of foreign policy and form the logic which supports each other with the former two chapters in context.Chapter 3 is the implementation principles of China grand strategy. The thesis takes comprehensively everything into considering, including the Time's theme and characteristics, the historical experiences of the transition of East Asia system and the cognizance's geopolitical reality in East Asia, the incremental demanding of China's interests and the diplomatic tradition and diplomatic style always upheld, at last summarizes the three aspects of the implementation principles of China grand strategy. First is the principle of power and China needs the"selective intervene". Based on analyzing the conception of power in the three schools, the thesis finds the special valuation of the"selective intervene"to China's grand strategy, for this reason, China should intervene selectively with the principle of reason, advantage and restraint". Second is the principle of interests and China needs to maintain and coordinate it. Based on distinguish national interests from common interests, the thesis notes that the basis of international cooperation is the recognition and identification of common interests among states, designs and defines China's national interests, gives prominence to"common interests"and puts forward some principle of recognition and distinct of common interests. Third is the principle of institution and China needs identification and norms. By the recognition of identification and common identification, the thesis points out the necessity which China participates, constructs and blend into international institution.Chapter 4 is the road map of target of China grand strategy. Responding for the historical experiences of the transition of East Asia system and the cognizance's geopolitical reality in East Asia, abiding by the implementation principles of China grand strategy, the thesis puts forward the road map of target of China grand strategy in the near future. First is the limited power and beyond of balance of power. By reviewing the three conception of balance of power and its historical formation and main function, the thesis notes that the principle of balance of power, as a solution to international issues, though deducing or suppressing conflicts and war, do not build and nurture the political mutual trust among states. China should limit its power and beyond of balance of power. Second is the institutional arrangements and cooperation, China should construct the East Asia security system. Based on the evolution of national security and the formation mechanism of"security dilemma", the thesis argues that China should build collective security mechanism and advocates"view on common security". Third is to advocate the diversity of civilization and harmoniously coexist rather than conflict. Faced with diversity of civilization in East Asia, China should advocate"civilized coexistence"and"civilized harmony."Chapter 5 is the operational dimension of China grand strategy. It is a compound rather than single dimension including foreign, economic, security and culture. First is foreign field, China should actively prevent. Through analyzing the idea of"preventive diplomacy", the thesis points out that China should advocate the"preventive diplomacy"and take"accomplishing something worthwhile"as the main way. Second is economic field, China should realize common growth. It provides approach which promotes economic cooperation between China and its surrounding counties from the direction of institutional cooperation. Third is security field, China should promote cooperation mutually. By adopting its function of"giving priority to confidence", it gradually removes the East Asian security dilemma. Fourth is culture field, China should nurture"common ideas". There are widespread phenomenon that exist"reverse identification"and"travel identification"on national identification in East Asia, therefore, the thesis puts forward that the counties in East Asia should arrive"common ideas", then return"positive identification"and realize"collective identification".
