China is a unified multi-ethnic country since ancient times, Ethnic regions are an indispensable and important part of large family of the motherland. Therefore, the construction of the Service-oriented Government in Ethnic Regions is an important part of the construction of the service-oriented government in China. At present, Governments at all levels in ethnic regions should actively promote the transformation of government functions in order to advance economic development in minority areas, and promote ethnic relations harmonious.According to public needs, providing public services, is the basic duty of modern government under the conditions of a market economy. China's minority areas mostly locate in the border areas of the motherland and in a less developed stage. With the all-round economic and social transformation, the public demand for ethnic minority areas is undergoing profound changes, which objectively requests ethnic region government to establish "people-oriented" concept, optimize the government functions, improve the government management, to provide public goods of high quality and efficiency, and public service for the people. A systematic study on the construction of the service-oriented government in minority areas has important theoretical and practical significance to deepen the administrative system reform of ethnic regions and further transform the functions of the government in minority areas. From a theoretical sense, this study can expand the study scope of service-oriented government and rich the research theory of service-oriented government. From a practical sense, this study may provide theoretical support for the construction of service-oriented government in ethnic regions and guide practice of building a service-oriented government, Contributing to political stability, economic development, cultural prosperity and social harmony of ethnic minority areas.Building a service-oriented government is the target model of the administrative system reform of the government in minority areas, it has not only its reality and possibility, but also has its own particularity. From the perspective of the national development of political science, this dissertation, by comprehensively using political science, ethnology, sociology, history, law and management disciplines knowledge, applying research methods of normative analysis, empirical analysis, documentation analysis, historical analysis and comparative analysis, discusses the theoretical basis, connotation, historical evolution, reality and feasibility of the construction of the service-oriented government in ethnic regions. At the same time, both inspect the construction practice of the service-oriented government at home and abroad, and taking Hulunbeier as an example to explore the building status quo and existing problems of the service-oriented government in ethnic minority areas. Finally, the dissertation analyzes the specificity and resistance of the construction of a service-oriented government in China's ethnic regions, put forward the path and countermeasure of the construction of the service-oriented government in China's ethnic minority areas.The dissertation is composed of introduction, body(six chapters) and conclusion. In the aspects of domestic practice, the chapter analyzes the building process of service-oriented government of Chengdu, Nanjing, Shenzhen and Jiaozuo, assessing their specific practices and experiences. By assessing of typical experience of building a service-oriented government at home and abroad, and learning its useful experiences and lessons, we provide the thinking for the building path of service-oriented government in China's ethnic regions.ChapterⅤis an Empirical Study of a service-oriented governmentin ethnic regions-------taking Hulunbeier City in Inner MongoliaAutonomous Region for as an example. Select Hulunbeier, which is located in the north-eastern part of Inner Mongolia Autonomous Region, with a complex ethnic composition and less-developed market economy, having higher public services demands and active Government Management Innovation, as an empirical studies Hulunbeier object. To build a service-oriented government is the target model of government administrative reform in minority areas, Building a service-oriented government in ethnic minority areas should adhere to "strong government, strong society" concept, on the grounds that in view of national political and administrative functions of the special nature of the environment, national local government administration can not relax, but to put the management of services.Building service-oriented government in ethnic regions is a complicated systematic project, its contents covering a lot, needing further exploration and reflection of scholars and politicians.
