| In this thesis,we research rural social security problem from its background made,and established research framework of rural social security system in summing up theoretical research of predecessors,carried out in-depth analysis and discussion of the rural social security system from regional perspective as an example of Gansu Province with fragile ecological environment and differences in the level of economic development between regions,and resolved following three questions:First, according to the region based on the different levels of economic development to select breakthrough and levels of regional rural social security;,Second,according to the levels of rural economic development to determine different levels of rural social security within the region;Third,according to the different people of their income to identify the different social security levels.In order to exploring appropriate social security models for different regions based on its development levels and different people based on their income levels,and the effective implement suiting measures according to local conditions varies from person to person..Different demand levels for social security of different rural residents based on their income levels as a main line in the thesis,from a regional perspective to start, according to the principles of natural and administrative divisions,with annual per capita net income of farmers as the main basis to distinguish high or low level of rural economic development in Gansu Province,divided it into three types of regions:â… -type of region(the middle and western areas of Hexi in Gansu Province);â…¡-type of region(the eastern of Hexi and the middle irrigation areas along the Yellow River in Gansu Province);â…¢-type of region(the middle and the eastern in Gansu Loess Plateau,Gannan Plateau areas,Longnan Mountain).On this basis,we used correlation model to carry out research quantitative of the rural Minimum subsistence guarantee, rural health care and old-age security,and Analyzed the different demand level for social security to different economic development levels regions and different income levels farmers in three types of regions.Because constraints of rural regional economic development level and the afford ability of rural residents,though comprehensive analysis and multi-objective assessment,we offered social security optimization models for different rural economic development levels regions.First,the main conclusions of this articleUsed combines research methods that normative analysis and empirical analysis, qualitative analysis and quantitative analysis,comprehensive analysis and comparative analysis,theoretical analysis and policy design,coming to the following findings:1.Under the conditions of market economy,there are different price levels in different economic development levels regions,due to the different price levels,the poverty line in different rural regions is different.In 2008 year,rural poverty line was only 1,174yuan inâ…¢type of region,however,rural poverty line was 1,430yuan inâ… type of region,the rural poverty line inâ… type of region was higher 256yuan than inâ…¢type of region.If use same criterion of poverty line in Gansu province would lead to some people should not enjoy the Minimum subsistence guarantee to enjoy,while some people should enjoy the Minimum subsistence guarantee not to enjoy,their opportunity lost.Because of this thesis is limited to research between large regions, the rural poverty line in interior of a large region have differences certainly,so we should determine the rural Minimum subsistence guarantee line according to different situation.2.Due to the different economic development levels regions and different income rural residents have different demands to social security levels.Demand of high-income rural residents have high level,low-income rural residents with low level, which should be based on the demands of local rural residents to establish a full range of multi-level social security system to meet rural social security needs levels of different income with differences of annual per capita net income of farmers in Gansu Province.annual per capita net income of rural residents are higher than 4,000yuan,health care security should be based on social health insurance mode as the protection mode;annual per capita net income of rural residents ranging from 4,000yuan to the regional poverty line should be based on the new-type rural cooperative medical care mode as the protection mode;annual per capita income of rural residents less than the regional poverty line should be based on medical assistance mode as the protection mode.As to old-age care security in rural areas, annual per capita income of rural residents are higher than 4,500yuan should be based on the new-type rural old-age insurance as the protection mode;annual per capita income of rural residents ranging from 4,500 yuan to regional poverty line should be based on a sound family pension as the protection mode;annual per capita income of rural residents less than regional poverty line should be relief as the protection of old-age mode.Second,the innovation in this thesis1.The thesis break though the single thinking way,paid attention to cross-disciplinary and integrated research of natural and human-oriented,the combination of theoretical analysis and empirical tested,understanding rural social security issues from multi-disciplinary perspective,such as geography,economics and demography,research and analysis regional rural social security issues quantitative.2.Selected the typical region,according to local different economic development levels in rural areas and different income levels of farmers,carried out research of rural social security in different methods and different security levels,enabled scientific research,policy design and practical application combined closely,widened its applied prospects.3.Determination of regional rural poverty line was a weak links to study social security issues,the thesis based on the human being's demand of food consumption a day and regional market prices of agricultural products established the mathematical mode,calculated the minimum food costs of farmers in the different development regions and different types of physical strength,determined the poverty line in different rural development levels regions by right Engel's coefficient,provided the basis for related research.4.Used field survey methods,according to different levels of different income rural residents needed to health insurance and pension protection,analyzed the relevance of different regional farmers income levels and their corresponding security levels,and constructed optimized model in accordance with security levels modes to different income levels farmers based on research results,in order to providing reality for Gansu Province or China to draft rural medical security system and old-age. security system.
