As autonomous organizations, the governments in ethnical autonomous prefectures enjoy the autonomy vested by the Law of Ethnical Autonomous Prefectures. They are the cores of the administrative organizations in ethnical autonomous prefectures, the strategic subjects for implementing development, planning and building a well-off society in these prefectures, of which the quality and capacity of the governments is a main determinant of the speed of economical and social development and capacity promotion. Only when the administration of governments and the executive deeds are improved, can the fast promotion of economic and social balance be ensured. Currently, there are certain problems concerning the objective evaluation of governmental deeds in these prefectures, which have influenced and restricted their development to some extent.The capacity of sustainable development in Gansu ranks the second last among all the provinces in China. Meanwhile, the overall development level of Linxia Hui Autonomous Prefecture and Gannan Tibetan Ethnical Autonomous Prefecture are relatively low compared to other ethnical prefectures. The national goal planned by the central government is to build an overall well-off society by 2010, which no doubt means a high demand to Gansu and a higher demand to the ethnical prefectures which are even backward. Therefore, these prefectures in Gansu have more pressures and tougher tasks.Based on the above situation, Linxia Hui Autonomous Prefecture and Gannan Tibetan Ethnical Autonomous Prefecture are chosen as research objects. This thesis carries out overall investigation and research on the achievements in promoting the civilization of governmental deeds as well as the problems in the two prefectures. As objective and accurate as possible, it discusses the problems in the governmental performance and puts forward ways to solve them.The thesis has seven parts.The first part is the introduction, which illustrates the reason for choosing the topic, theoretical research and comments on the current situation of reform and, the methods, the system, and the perspective of the research, and the defects as well.The second part is chapter one,which mainly tells the historical development of governments both domestic and foreigh, illustrates and defines the notions and connotations of governmental functions, deeds and civilized deeds, and the historical standard to evaluate civilized governmental deeds as well.The third part is actually chapter two, discusses the history and features of development of the ethnical autonomous prefectures in China, the governmental system of ethnical autonomous prefectures, their features and demonstrations of the civilized governmental deeds and their progressive significance. Taking Linxia and Gannan as examples, the forms of ethnical autonomous governance, its historical evolvement and development in Gansu province are examined.The fourth part or chapter three surveys the current situation in promoting civilized governmental deeds in Gansu ethnical autonomous prefectures based on the field materials of questionnaires and case study. The overall evaluation, main achievements, and the deep causes of the achievements are objectively discussed and the main problems are pointed out.The fiveth part or chapter four mainly discusses the ecological economical, political and legislative, historical and cultural as well as international environment that Gansu ethnical autonomous prefectures are facing and analyses relative elements of restriction and their impacts.The sixth part or chapter five is a literature review of all the previous opinions on the promotion of civilized governmental deeds in Gansu ethnical prefectures, based on which the author combined with her own viewpoint and systematically argues the goals, the rules to obey, the tasks, the driving force, and so on.The seventh part or chapter six put forward suggestions to solve the problems. For instance, to reinforce the governmental capacity in the prefectures is the fundamental cause of the promotion of the civilized governmental deeds; the driving force is to deepen the reform in administrative system; innovation in administration is the inevitable requirement of civilized deedsï¼›etc.
