Research On China's Soft Power Strategy

Soft power is a kind of capability which aims at introducing other nations to do the things they are anticipating to do and wins the goals. This is a type of capability which wins the goals through attractiing but not forcing. The competition of soft power is a quite outstanding new trend in the development of international relations during the post cold war era.The thesis aims at exploring how to construct a soft power strategy and prtect the national interest. Soft power is a varible which combines system level and unit level in international relations theory. On the one hand, the competition of soft power is one of the most important sides in the international system. On the other hand, soft power is a combination of value,institutions,ecnomic activity and cultural attractiveness. The thesis trys to study the the promotion and strategic effects based on the concluding of the composition and operation of China's soft power strategy.Chapter One,China's Soft Power Strategy in Analytical Perspectives——Backgrounds,Goal-setting and Compositive Factors.Firstly, it analyzes the backgrounds of the occurrence of China's soft power strategy. The effectiveness of militarial means and political pressure are reducing on the backgrounds of the better transformation of international security situation,the development of globalization and the consesus of peace and development.As a policy instruments and philosophy, the function of soft power is promoting in the decision-making and operation system. The combination of soft power and hard power is an fundamental characteristic of the power structure of the international system. Another characteristic of the international situation during the post cold war era is that the hard power gains its realization through the process of international communication. Compared with pure hard power competition, the international community with more sociable factors requires the realization and development of national interests based on the integration into the international community.Meanwhile, nation-states are changing their views on national interests. They recogized that the protection and development of national interests depends on the cooperation and friendly relationship, but not forcing. The construction of China's soft power strategy is becoming a basic factor under such a outstanding transformation of times. As a newly-developped power, the goals of China's soft power strategy includes three factors. The first factor is the creation of a friendly international public opinions situation which does good to the development of China.The second factor is to inject new forces into the development of hard power.The third factor is to find new paths of the exploration of the world new order which demonstrates the pursuit of harmonius world. This charpter concludes the composition of China's soft power strategy which are international image,international responsibility and international institutions. The three strategic factors are the direction of China's future development.Chapter Two,The Interface of China's Soft Power Strategy—The shaping strategy of China's international image. This charpter elaborates the interface and basic issues of the construction and operation of China's soft power strategy. China's rapid rise gains the most focus,meanwhile, keep some countries worrying which clearly shows in the international public opinions with two dimensions.The main opinions about China include"China's Threat","China's Collapse","China's Win","China's Responsibility"etc.,which shows the uncertainty of international community's attitude towards China. There are quite a lot of clearances from China about the strategy,goal,mean,instrument,effectiveness during China's peaceful rise. Being a responsible power, China needs to unify the recognation of international image at national and international level and clear the role in the internatinal community.China should operate public diplomacy with good quality to increase public participation in diplomacy which is the internal dimension of China's public diplomacy strategy,meawhile, push the communication with the society of foreign countries which the external dimension of China's public diplomacy strategy.Chapter Three,The Consolidation of China's Soft Power Strategy—The fulfilment of international responsibilty. This charpter tries to analyze how should China fulfill its international responsibility. International image is the basis of China's soft power strategy. The key points of the protection and promotion of China's international image is the assurance and fu lfilment of China's international responsibility. From the angle of history, China's view on international responsibility expriences three periods. The first period is the anti-hegemony and push socialism into the world based on world revolution view during the war and revolution era. With the decay of the qurrael in ideology,China in the reform and opening-up period sees the construction of political and ecnomic new order of international society as its international responsibility. With the further development, China put the construction of harmonius world at the core of its international responsibility.The development of China's international responsibility has its own logic. But there are big differences between the self-judgement and the forcing ones in China's international responsibility. The occurrence of the so-called"China's Responsibility"shows the anticipation of the fulfillment of China's international responsibility from western countries. The so-called"China's Responsibility"includes both impractical preconditions and some rational factors. Judging from the normative and rational angle, China's international responsibility has Two Preconditions——China's international responsibility are to take responsibility for Chinese people and peace and development of world;Four Principles——obey the core rules of UN Charter, within capability, the combination of rights and responsibility and common but different; Four Directions——participation in PKO, making contribution to the poverty reduction,keeping regional security and stability and participation in the settlement of global issues.Chapter Four, The Assaurance of China's Soft Power Strategy—The Construction strategy of International Institutions. This charpter elaborates on how to promote China's soft power strategy through the participation in and building of international institutions. International institutions are important platforms for the promotion and China's internationl image and the fulfillment of China's international responsibility. From the angle of history, China's view on international institutions experiences three periods——negative and partly participation under the guidance of ideology,positive and partly participation aiming at the service of economic development after the reform and opening-up, positive and all-round participation with China's rapid rise. The transformation based on the change of China's internal and external situation and strategic demand,furtherly,the change of opinions after the development of China's soft power. China faces the opportunity of reforming the international institutions after 30 years reform and opening-up. The current international institutions which can not respresent the global interest structure after the non-western countries gained development faces heavy pressure of adjustment. The pressure includes——Americanization clearance, legistive,effective.China should participate in and better international institutions which includes three missions——accepting and understanding the current norms,foster the influence on them,from the building of regional institutions to the construction of political and econmic order of international community.Chapter Five, The Comprehensive Operation and Promotion of China's Soft Power Strategy.This charpter includes the comprehensive effectiveness of China's soft power strategy and elaborates on the comprehensive operation and promotion. International image,international responsibility and international institutions are all the main missions of soft power, but the comprehensive operation is the starting point of an all-round national strategy. Firstly, this charpter analyzes the interaction among international image, international responsibility and international institutions as a theoretical foreshadowing. As for China's soft power strategy, international image is the precondition, the taking and promotion of international responsibility is assurance of effectiveness, international institutions are a good platform. After the drafting of China's soft power strategy, we should attach importance to three factors: the combination of internal and external situation, diplomacy of geology and concret field,positive and prudent safety. China's soft power strategy at the theoretical and practical level and their combination aims at realzing strategic goals. China should pushing the transformation and shaping of international image, clearing and more abundanant content in international responsibility and participating in international institutions in a more positive way.
