This dissertation is an attempt to explore the internal and external factors behind Japan's constitutional revision, assuming that Japan aims to become a "Normal State" through this endeavor. On this basis, the dissertation will work on China's strategy on Japan's move.To prevent Japan from remilitarizing its state, the occupation authorities of the United States laid down the so-called Peace Constitution after the Second World War. However, when the Cold War came onto the world stage, the United States changed its policy toward Japan, from check to support, so as to maintain its own sphere of influence, keep communism from spreading worldwide and to stall the Domino Effect in Asia. As a result, the political pattern in Japan changed accordingly, the Right Wing growing tremendously and the argument concerning the maintenance or abolition arose. After the Cold War, The United States has strengthened its ties with Japan. But they have both found that the Peace Constitution is standing in the way. Therefore, the United States has openly urged Japan to revise its constitution, expressed its approval of Japan turning into a "Normal State", so that Japan will contribute more to the world peace. In view of the existing conflicts in East Asia, Japan's constitution revision will profoundly affect the security dilemma. This dissertation puts forward the idea of Surpassing Strategy: through such various frameworks like constructivism surpassing the security dilemma of realism, multilateralism surpassing the literalism (especially when the nationalism in both countries are rising), through 10+1 (ASEA plus China) or 10+3 (ASEAN plus China, Japan and South Korea), the simultaneously rising China and Japan can interact and work on broader platforms on direct (and potentially confronting) dialogue. In this way, the East Asia integration may be pushed forward and the annoying relationships between China and Japan will be improved substantially.
