Education should be developed prior to all other social programs. Having become a hot topic of international research, teacher education is the foundation of national education as a whole. Currently, teacher education, including such aspects as teacher-training model, teacher--training principal, teacher admission mechanism, are in transitional period in Fujian Province, which need urgently to be reformed and innovated in the future. It is very necessary to study the problems of teacher education with an international vision as well as a historical review.By applying literature method, comparative method, interview method, experience summarization method, etc., the present study has hackled the condition of teacher education for sixty years in Fujian Province since the founding of the People's Republic of China. On the historical lessons in teacher education, this study aims to explore the historical basis of current teacher education in Fujian Province and to study the development trends and the approach of reforming teacher education so as to provide theoretic uphold and decision-making basis for teacher development in Fujian Province.Since the founding of the People's Republic of China, the development of teacher education in Fujian Province has been vertically can be divided into five phases in chronological order:initial development (1949-1965); teacher education at a standstill (1966-1976); the revival of teacher education (1977-1991), the stable development of teacher education (1992-2000), and the modernization of teacher education (2001-2009). The sixty years see not only accumulated experience of enhancing teacher's profession ethics and keeping stable development of teacher teams, but also the lessons from "Cultural Revolution" which caused the teacher education system at a standstill at the time.Based on historical factors, this study analyzes and discusses such core issues of teacher education in Fujian Province as:(1) Reforming the training model of pre-service training and in-service training;(2)Improving teachers' admission system in primary and secondary school; (3)Upgrading teachers' quality in primary and secondary school in rural areas;(4)Strengthening teacher education quality assurance system and (5) Advancing new ideas and measures to solve the problems existed in the aspects above.On the basis of historical review of teacher education in Fujian Province, as well as analysis and discussion of the current problems in the teacher education reform, the last chapter forecasts teacher education in Fujian Province, i.e., in the new era, we should learn lessons from the "Cultural Revolution" which caused the teacher education system at a standstill and teachers' problems of insufficiency and capability at low level. It is necessary to adhere to the strategy for education priority development by analyzing the needs of teacher education for the basic education reform. It is also essential to accelerate a modern, open and flexible teacher education system, to reform and improve teacher education models after accomplishing the task of from three-year secondary technical school education to two-year junior college education. The pre-primary and primary school teachers should be graduated from normal college. Junior school teachers should be educated in normal universities. Senior high school teachers should be developed and cultured from normal universities and the other universities in the model of four years plus zero, four years plus one or four years plus two. Teacher education in Fujian Province is in the momentum from meeting the needs of quantity to quality. So the emphasis should be focused on teacher's quality, enhancing teacher's capability and their professional ethics. Meanwhile, teacher training and selection mechanisms need to be improved for the talents to be teachers.
