A Research On Modern University System Construction In China

Nowadays, modern university system construction has become important part and hot topic in the field of Chinese higher education. It represents future developing orientation. However, the establishment of modern university system is a complex and hard work. Through continuous exploration and research, this dissertation adopts new thoughts and countermeasures, develops and innovates relevant theory in order to constructing modern university system in accordance with current realities in China, thus, it promotes sustainable development in higher education.The research traces back to the historic development of Chinese university system, which consists of the following fundamental contents: the initial occurrence of new-type university system in late Qing Dynasty; multi- university system construction of university system in period of the Republic of China; active reformation of in the early stage of the People's Republic of China; profound exploration on Chinese university system since China's reform and opening-up in 1978. In different historic phase, modern university system has various contents and features, and embodies obvious differences. On the basis of contemplating historic evolution of university system, it analyzes current status and problems of Chinese modern university system. Meanwhile, it points out that we should construct modern university system based on Chinese ancient culture and tradition. It probes into the status of modern university system in three western countries:The United Status, the Great Britain and Germany. America own comprehensive and systematic university autonomy, advanced and market-oriented university system as well as accurate and flexible inner management policy. England properly constructs the relationship of university and government, market and the society, and reforms interior university administrative mode. Germany strengthens legal establishment of university system, innovates governmental supervising and managing means to university, meanwhile accelerating the relations between university and the society. By profound research, it studies and learns from experiences and advantages of western university system, which has vital enlightenment in terms of constructing modern university system with Chinese characteristic.The construction of modern university system has two aspects: macroscopic level and microcosmic level. Macroscopic system construction contains the relationship of university and government, market and the society as well as among university themselves. Firstly, we should ensure the practice of university autonomy, actively prefect relevant laws and regulations, enhance the construction of university constitutions; secondly, we should form right market notion, construct multi-educational system on the basis of socialist market; thirdly, we should realize harmonious interaction between university and the society, promote developing pace of intermediary organization; fourthly, university should promote competition and meanwhile strengthen cooperation. Microcosmic system construction refers to university interior management, including the following aspects:perfect the Principal Accountability System under the leadership of the Party Committee and strengthening the construction of academic authority organization; propelling the notion and practice of professional university president, selecting distinguished university headmasters; insist on the academic rights of professors, balance academic rights and administrative rights in university; establish inner university democratic managing system. Modern university system is not rigid, unchanged and self-contained. It is a comprehensive, profound, interrelated and effectively operating system. Macroscopic system construction and microcosmic system construction are integrated and exert influence to each other. Only harmoniously dealing with the relationship of both macroscopic and microcosmic levels, can it constructing systematic outline of modern university system to continuously perfecting university system.The research on modern university system can not contain all concrete university systems. It is fundamental outline and directory orientation of university system as well as overall principle of designing concrete systems. Meanwhile, the construction of modern university system can not be achieved immediately, it lasts a long period. We should based on the historic development of Chinese university system, studies and learns from university system construction in western countries, continuously strengthening theoretical research in this field on order to explore and perfect modern university system with Chinese characteristic.
