In the development of modernization based on the background of knowledge economy era, all-round development of human being theory has been put in the limelight. It is the basic requirement for vocational education with the following aspects : carrying out scientific outlook on development , insisting on people-oriented , implementing Party's educational policy comprehensively , applying quality education, cultivating socialism constructor and successor with overall development in moral education, intellectual education, physical education and aesthetic education. In the all-round development of human being, occupational competence is the foremost component. So it has far-reaching meaning on promoting all-round development of human being that enforces to adopt student's occupational competence for enhancing vocational institutes and improving in-job staff's professional quality and sustainable development ability in enterprises. It is important institutional construction in occupational competence, and it also will be important indication in talent cultivation, utilization and management. From the viewpoint of vocational education, studying on occupational competence takes values of theory and reality no matter what it deepens and perfects theory itself as well as it sets new pathway for educational innovation.There are six chapters in this paper. The first chapter is introduction or preface, presenting the theory and reality background about the study, showing the reason of choosing this topic, proposing the problems in the development of human resource of China and in the face of building occupational competence. In this part, the author also argued the value and purpose of research, and for the further step, elucidated the main contents, research methods and possible originalities. In the second chapter, the author focused on analyzing Marxism philosophy, psychology, management science and pedagogy, using for references about essence of his ideology. And making clear vocational ability in full development was the contemporary pattern of all-round development of human being. In the third chapter, the author defined scientifically the basis connotation about occupational competence on the base of others'researches, analyzing based on competence and knowledge related concepts and its understanding of global perspectives, and also analyzing characteristics of occupational competence, protruding its practical, dynamic, testable and obscure features. In the forth chapter, the author analyzed and sought internal mechanism of shaping occupational competence, studied the institution of basic occupational competence coordinated with comprehensive occupational competence the for promoting skills in the duration of digesting, transmitting and integrating through knowledge, skill and attitude in occupational practice. Subsequently the author proposed the curriculum module of vocational ability development in the course of constructing vocational education, specialty teachers should pay attention to teaching strategy of formative knowledge, the students should shuttled the ideas of learning. In the fifth chapter, the main argument was the assessment of occupational competence, that is, evaluating vocational ability of internal vocational education and external accreditation. The development of the students'occupational competence should be assessed comprehensively and clearly, the defects in it should be presented, and then improvement followed. The accreditation in vocational ability should take norms on the basis of cultivation, accreditation and use, regard the third part as principles, acknowledged the achievement of vocational education by diverse learning, and supply the assurance for lifelong learning in vocational education. The last chapter is conclusion.
