College or university for minorities is a unique form of higher education for minorities in China, and it also reflects the model of higher education for China's minorities. Basing on the diversity and unity theory of China and the self-organization theory, inaddtion to the analysis of the plight and the historical mission of the college or university for minorities.the author studied the reformation and development of the the college or university for minorities, focusing on how to reform the college or university for minorities.It draws a conclusion that college or university for minorities need to restructure according to the development status of the college or university for minorities. The transformation of the college or university for minorities is to make the college or university for minorities transition to general college, to make the college or university for minorities transition to the minority local colleges and universities. It mainly includes the following items:the transitions from the school of political orientation to the school of academic orientation, from the operating mechanism of the quasi-administrative to the mechanism, of market operation. It also includes vigorously supporting the minority local college and universities, improving higher education policy for minorities, establishing the higher education system of "integration" for minorities, and strengthening the legislation of higher education for minorities.The conclusion of transformation of the college or university for minorities was drawing from three-pronged approach, that is, the process of the development of college or university for minorities, the case of development of the college or university for minorities and the development of the minority higher education. As a new form of minority higher education, the establishment of minority colleges or universities in China was due to the profound understanding to the minorities and minority issues by CPC, minority cadres training experience of CPC during the revolutionary period and the empact of Soviet minority policy. Meanwhile, the course of the establishment and development of college or university for minorities is the course of the exploration and development of college or university for minorities model in higher education of minorities. It is also constantly restructuring and development process of college or university for minorities. During the transition of college or university for minorities, it reflects the political waning while the academic gradually increased. In terms of the case of development of college or university for minorities, this thesis takes Guangdong Institute for Nationalities and Hubei Institute for Nationalities as the case. It is reasonable to refine the experience and rules of the transformation and development of minoritiy institutions by studying the development process of the two schools. On the aspect of the nature of higher education for minorities, this paper believed that the essentially prescriptive of the higher education is academic, fairness, and cross-cultural. Concerning to the development of the higher education for minorities, this thesis analysises the necessity and the orientation from three aspects, that is, the academic attribute of the higher education for minorities, the fair property of the higher education for minorities, and the cross-cultural attribute of the higher education for minorities.The transformation of the college or university for minorities is a complex system engineering. On the aspect of the idea, it is necessary for the college or university for minorities to establish the idea of running a university and the idea of running a entrepreneurial university. On the aspect of strategic orientation, it is necessary for the college or university for minorities to emphasize the regional features, the core power and the academic nature. On the aspect of school running system, it is necessary for the college or university for minorities to reform the current system and establish the new system of the higher education for minorities. On the aspect of school-running model, it is necessary for the college or university for minorities to establish more open school-running model. On the aspect of the disciplinary structure, it is necessary for the college or university for minorities to establish the crossover, coordinate, regional and "small but strong" disciplinary structure.
