China's WTO entry makes us directly confront and participate in the intense international competition, which is the historical task entrusted by our times. Higher education is the motive force of progress in science and technology, of economic development and of international competition power promotion, whereas its development must base on corresponding education investment. That this paper takes higher education investment as research theme aims at optimizing China's higher education investment models and providing enlightenment for implementing the strategy of science and technology flourishing nation.The paper has conducted research on higher education investment thoroughly and systematically on the basis of such basic theories as human capital theory, investment theory, educational economics and management theory, etc. It is not a research for some aspect of higher education investment, but an overall systematic research on the whole process of investment sources, multiple investment subjects, investment scale, investment structure, investment management, investment utilization efficiency and results, etc. It has set up the new system for research on higher education investment and it is an original attempt in the field of domestic higher education investment.The paper has studied the economic property and industry characteristics of education and reached the conclusion that education industry is a special industry with multiple properties and its different components follow political, economic and educational laws and principles to different extent in different circumstances.The paper has studied the investment scales of higher education and its influencing factor of students at all levels has been predicted by the gross enrollment rate reaching 20%and 25% in 2010 respectively. Moreover, it hasanalyzed the relative relations between the three components of higher education fund, i.e. government investment, society fund, tuition and GNP, total industrial output value and resident consumption respectively, thus establishing cubic regression equation with one unknown. It has studied the relations between total higher education funds and three relative parameters, thus establishing cubic regression model with three unknowns, as a result, forcefully demonstrating the relations between the higher education investment scale and total demand and supply of the society, and drawing the conclusion the higher education investment scale is determined by the state economic development level.The paper has conducted research on higher education investment concerning different academic credential levels, different education forms, different styles of institutions and different disciplines. By quantitative analysis, the conclusions have been drawn that the structure of different academic credential levels is granary shape, that government investment to adult higher education is in great shortage, which is the main factor influencing adult higher education development, that the ability to attract social investment needs improving, and that higher education investment should be oriented to the disciplines most needed by the society, and the ones with low average per capita training cost when achieving the same graduate employment rate.The paper has conducted research on government appropriating fund system for higher education and on source channels for funds of higher educational institution and thus forming the opinions of raising fund single rank grade of higher education, of government appropriating fund for higher education introducing competition mechanism, and gradually connecting with achievements, of enlarging source channels of higher education funds, of improving the ability for higher educational institutions to earn money.The paper has conducted research on organization structure of investment management for higher educational institutions.
