One of the frontier problems in higher education is the higher education quality and quality assurance. Based on the results of the previous research, this paper focuses on the fine analysis of the higher education quality by choosing a new angle to study. The fine analysis consists two aspects. First, three basic functions of university/or college, on which the study is centered and expanded, with respective discussion on the quality of teaching* scientific research and social services; Second, adoption of "Stakeholders Approach", by which the diverse stakeholders' quality outlooks in the very system are studied in details, including their differences and interaction.The formation, development and consequences of the quality on teaching, scientific research and social services are the three key points in the study. For the quality of each action, our research will be conducted according to the following four aspects. On quality formation, how the quality originates and its manifestation are emphasized. On quality outlooks interaction, individual quality outlooks of stakeholders, their differences and interaction are emphasized. On a proper balance, the quality outlook of the principal stakeholder in each action and the corresponding quality are emphasized. On action, university/or college responsibilities and the effective measures they should take to guarantee quality are emphasized.In order to illustrate the process of its formation more explicitly, higher education quality will be discussed respectively according to the three functions of university /or college, which meets the need of theoretical research. However in practice, the three functions are interwoven and cannot be totally separated. Consequently, the discussion of higher education quality should not be divorced from practice, in which the quality of the three functions is need to be integrated together. The last chapter of this paper will try to solve this problem- to put forward suitable quality outlooks aimed at university/or college of different types and different levels, employing the conclusion of the proceeding research and integrating the current situation in university/or college in our country.
