In the end of 1990s, with the development of the system of market-oriented economy in China, the change of the structure of social income distribution, and the conversion of people's thoughts, the reform of the system of higher education investment stepped out. Therefore, it accelerated the process of Chinese higher education popularization, and enlarged the scale of higher education. Zhejiang Province, as a relatively developed and well-grown market, kept ahead in the reform of higher education system, especially in investment system, and realized the striding development in higher education in Zhejiang Province through the innovation of systems and models. Based on the current higher education development model in Zhejiang Province, this report analyses the speciality in development of scale and cost sharing, and the reasons for the speciality, sets up the model of demand and supply of higher education in Zhejiang Province by research and statistics, and analyses the relationship between the scale of higher education, the cost sharing proportion, the development of economical society, and the affordable ability of the public. It tries to make sense in guiding the establishment of scientific and reasonable higher education cost sharing system in Zhejiang Province.This report starts with the analysis of Chinese higher education development, status quo and evolution of cost sharing, and theoretically researches and discusses the economical and sociological fundament on the establishment of the mechanism of higher education cost sharing. From the perspective of investment and income, it also makes an economical analysis on the higher education investment behavior of the cost sharing participants, the individual, the enterprise and the government, and thoroughly discusses the theoretical fundament of enhancing individual (family) higher education cost sharing. At the same time, an induction and a comparison are made on the modes of higher education cost sharing in other countries.This report focuses on analyzing the speciality of development mode of higher education in Zhejiang Province and establishing the model of higher education development of scale in Zhejiang Province. It sets up personal demand model of higher education in Zhejiang Province through various methodologies such as interviews, questionnaires, surveys and statistics from a microcosmic perspective, and establishes analyzing model of higher education development of scale in Zhejiang Province from the perspective of the balance of demand and supply. It makes a relatively detailed empirical study by the analyzing model on the scale of the development of higher education and the cost sharing structure in the recent years inZhejiang Province, whether they meet the demand of social economy development, whether they meet the demand of the people and whether they meet the relationship between the affordable ability of the different kinds of the people, cost sharing structure and the mystery of the development of higher education. Finally, combined with the model of demand and supply, a simulation is given to the possible model of higher education development in Zhejiang Province, and a further empirical study is given to the potential development of scale of independent college in new system in Zhejiang Province. A policy-concerned suggestion is put forward to the selection of fiscal policy and establishing of reasonable system of cost sharing in the further development of higher education in Zhejiang Province. The research reveals:1. The speciality of higher education development in Zhejiang Province is due to the historical and geographical reason, the reason of cultural tradition, and the level of economy and the influence of development model.2. The policy of the higher education development is positive in Zhejiang Province since 1999.
