The structure of this dissertation is as follows:Chapter I introduces the background and genesis of this research. Chapter II introduces research design and process. During the research process, the researcher gradually focuses on three issues, i.e., how to define "services"; how to comprehend community-based institutions; and how to manage the relationship among government, market, and non-government organizations. So, chapter III, IV, and V interpret the relative people's values on community-based institutions of 0-3 year old children services during the establishing process in Shanghai. On this basis, these three chapters survey the current situation and running trend in a few years. At last, this dissertation makes a conclusion of the whole research.The following are introductions of every chapter in detail.Chapter I: Research Background and Genesis. "Establishing community-based of early children services" is a hotspot in current early educational field all over the world. Not only governments, scholar and practitioners of many countries concerns it, the UNESCO and UNICEF also list it as an important task and an urgent issue that should be studied. However, at present, the chief problem is how to establish the unit of services network, i.e. how to establish and run institutions of community-based early children services. Shanghai also faces this same problem. This research hopes to answer this question through the investigation of Shanghai community-based early children serving institutions, and forecasts its trend.Chapter II: Research Design and Process. This dissertation adopts qualitative research idea. The aim is to describe, interpret, and analyze. It adopts qualitative methods. When colleting data, it chiefly uses video-cued interview methods, except for the literature analysis and involving observation methods. The researcher makes video-tapes of a British early children service center and a Shanghai early children service center, chooses representative scenes and edits them into Powerpoint, also add some important words to introduce the context. Then, the researcher invites people, whose work are relative to Shanghai community-based institutions of 0-3 year old children services, to watch the Powerpoint and talks with them. Then, the researcher analyzes what they have said, abstracts the problems, conflicts they face, and what are their values. On this basis, the researcher investigates how to solve these problems and how to handle these different values, probes the trend of Shanghaicommunity-based institutions of 0-3 year old children services.Chapter III: Define the Services. This chapter interprets the "services" concept of two early children service center in the videos. The interviewees think that in the British children service center, their service concept is to meet parents' requirements. In Shanghai children service center, the concept of service is to guide and instruct parents. Then, what should the children serving institutions do? Guide or Serve? Early childhood educational researchers, parents, and the services suppliers all expressed their ideas. As the development and progress of our society, from "guiding" to "serving" is an unavoidable trend of Shanghai community-based institutions of early children services. However, generally, parents hope teachers to guide them. So, the institution should meet parents' requirements according to their different needs. At last, this chapter makes a conclusion. Because the status of teacher and parents are different, they haven't dialogue mechanisms yet. The institutions should make teachers and parents aware that parents are important in children's life, make teachers pay attention to parents involvement, make parents involve more children's activities. The institutions should change teachers attitude of "I come to guide you", let teachers share educational knowledge, experiences, and information with parents, communicate with parents according to individual child's situation.
