Quality is the vital line of the institutions of higher education. Today , the higher education has come into a stage of fast development, the self-evaluation of the institutions of higher education becomes the first condition of dynamic management and is the important assurance to realize the scientific teaching management also . It can be used as a monitor unit of teaching quality to collect, handle and analyze the teaching information systematically on all sides, and also as a booster unit to push the institutions to take the effective means accordingly , and strengthen the basic teaching constructions , and make the development and the construction with time. So, it is of momentous significance to study the teaching quality evaluation, and establish a scientific and reasonable system of the teaching quality evaluation according to the teaching regularity. It is a effective way to guarantee the teaching quality of institutions of higher education .On the basis of former research findings, the dissertation, by taking the methodology of theory study and practice proving, combining the quantitative analysis and qualitative analysis, studies the evaluation system of teaching quality of the institutions of higher education. Several representative nations with long histories of teaching evaluations' development and distinguishing features, like U.S.A, Russia, Britain, etc. are chosen to be compared for the referential study. Their advanced evaluation thoughts, experiences and methods are widely adopted to guide the practices of evaluation. Started from the factors influencing the institutions of higher education's teaching quality, the dissertation comprehensively utilizes the theory of teaching quality administration, and the theory of evaluation, establishes the evaluation system of the teaching quality of the institutions of higher education, which consists of four levels: teacher's class teaching quality→course's teaching quality→department's teaching quality→the institution's teaching quality. Both the indexes system and the scientific, reasonable, andsuitable standards of evaluation are also set up. In view of the developing trends of the relative studies abroad and home, the dissertation focuses on the aspect of the course quality and the teacher's teaching quality. In the evaluation data processing, the Fuzzy Mathematics Theory is taken to determine the evaluation factors and levels. Applying the Fuzzy Multi-Solution Evaluation, from multi angles to evaluate the course quality, the model, good in nature and reasonable in practice, is set up, which not only resolves the quantified evaluation of the indexes, but also avoides the weakness of qualitative descriptions. The qualitative descriptions become quantitative, and the evaluation result is fitter for the real situations. In the dissertation , the thought of online evaluations is put forward , which can timely monitor and evaluate the teaching quality in class, and solve the problems to guarantee the teaching quality. A new way to evaluate the teaching quality is created by means of loading the whole evaluation procedures onto the campus network, collecting information, completing the work of statistics and issues of the evaluation results on it. The software system based on the campus network is developed. According to the four-level evaluation indexes and method, teaching practices have been done separately, and good analysis results have been achieved.Through evaluation practices, the evaluation system and the structure of the teaching quality of the institutions of higher education is proved to be rational. The evaluation indexes system for all levels is scientific. The method and means taken by the dissertation are advanced, easy to be practiced, and generally fit for institutions of higher education.
