Transformation of social construction stemmed from economy reforms promotes The Third Region appearing in China. The whole space is divided into three areas, Public Power Region, The Third Region and Private Region. The social construction in contemporary China is called post-total society. Opposite to the other regions, The Third Region is not mature. It is necessary for Chinese Modernization to found The Third Region. This dissertation puts the analytic orientation onto the social action of NPOs, by analyzing the social action of NPOs to promulgate the foundation of The Third Region in contemporary China. China Youth Development Foundation is studied as a case in this dissertation.As a kind of social organization, NPOs arose in given social background have all characteristics of corporation actor completely. A NPO, which have superior resources and action aims, is an action systems. The social actions of a NPO is exchanging with government, public and enterprises. By exchanging their superior resources to realize their social action aims. In the course of the NPO's social action, authority relation, confidence relation and market relation are constructed in The Third Region. At the beginning of the forming of the NPO, it should exchange with government and authority relation is formed firstly in The Third Region. In the authority relation, the NPO can obtain political validity, executive validity and legal validity.
