Resorting to literature collection, questionnaire survey, expert interview survey, case study, action research and statistics, the author of this dissertation regards as the research objects the quality management system and the documents of the higher PE Academy, gives a theoretical analysis of the present situation and mode of the education quality management in the higher PE academy, points out its current problems and explores the necessity and feasibility of applying ISO9000:2000 to the education quality management of the higher PE academy and attempts to put forward some rules and principles, suitable for the establishment of the education quality management system. From the practical perspective as to the improvement of education quality management of the high PE academy, the author of this dissertation, employing the methods of system and process based on ISO9001:2000, gives a detailed research into management responsibility, resource management, product realization and measurement-analysis-improvement with respect to the education quality management system of the high PE academy. The author attempts to construct a new type of education quality management system for the high PE academy, to apply a system management to the education quality management of the high PE academy, to guarantee the improvement of the education quality and management of high PE academy. Moreover, after exploring the particularities of education quality management system of the high academy of physical education, the author of the dissertation points out some possible problems in its implementation in order to ensure its effectiveness and continual improvement, and to meet the high demands for education quality management of the high PE Academy as a result of economic development and social progress. The author of this dissertation carries out a pilot study to test the effectiveness of establishing and implementing education quality management system in the high PE academy and to demonstrate the theoretic possibility.The result shows that: 1. it is necessary and feasible to apply ISO9000: 2000 to the education management of high PE academy. The ideas embodied in the 8 principles of the quality management system further enhance the necessity and feasibility; 2.the high PE academy education quality refers to the degree that the high PE academy meets the explicit and implicit needs of the education subjects. 3.Education quality management refers to the coordinating activities that the high PE academy conducts revolving around the improvement of education quality, and the scheme, organization, plan, implementation, check, supervision and censorship that the high PE academy implements aiming to meet the increasing demands for high education quality; 4. Education quality management system refers to the management system that can direct and control the education quality in the high PE academy; 5.The product in the high PE academy is the service for PE teaching and scientific research; the customer is students, parents and society; 6.the construction and establishment of education quality management system can strengthenthe education quality management in the high PE academy, improve its education management; 7.meet the needs of students, parents and society for variety and quality; gain a good social reputation and establish a good image of famous brand, pay dividends, in improving the quality of all the staff in the high PE academy, and contribute to the economic development. In view of the problems existing in the research, the author of this dissertation puts forward the following suggestions: 1. The education quality management in the high PE academy must, from the perspective of development, grasp the very requirement of the high PE academy under the new circumstance, and it must form its own features and advantages during the process of innovation; 2.the establishment of education quality management system in the high PE academy must take its own needs into consideration without simply imitating the cluster standards of ISO9000:2000, base itself on national education policy and task with the guidance of the 8 principles of quality management, and work out the education quality policy by focusing on students, parents and society and identifying their need and expectation; 3.the high PE academy should not only realize its essential difference from enterprises, but take the national situation into consideration; it should not only draw the experience from the enterprises and education fields at home and abroad, but emphasize innovation and respect for the education regularities, management laws and its own reality for the sake of establishing an education quality management system with its own characteristics.
