University cluster is a new horizon in the study of innovative development of higher education. The study in this sphere, which originates from revelation form the theory of industrial cluster, focuses on the regular pattern and the characteristics of running schools. The proposition of this research in this sphere is whether university cluster can become a new horizon in the development of higher education. The study in this sphere, which is based on the integration of three-dimensional capitals: Intellectual capital, material capital and social capital probes the operational pattern both in a practical way and theoretical way. It gives priority to the management of value form, optimization grouping, the rationalization allocation and the use of capital for the purpose of the exploration of the amplification of the university cluster knowledge amplification effect, the resources amplification effect and the space-time amplification effect, thence the fulfillment of the goal of innovative development in higher education.The study in this sphere aims at establishing a new analytical framework -- a cluster analytical framework, opening up a new frontier for the exploration of innovative development of higher education, providing a new approach to the innovative development of higher education with the help of multidisciplinary research, combining a group of independent universities in a certain community with the interlink factors, which are based on facts, and highlighting the integration surrounding environment, and academically rendering actor's title normalized and standardized, thus offering a new idea for the innovative development of higher education. The study in this sphere is to improve returns of higher education, probe the effect of the university cluster and its Integration of three-dimensional capital on the establishment of capital operation mechanism, on the efficiency in the use of resources, and on the management of value form, and provide a new horizon for the study of the innovative development of higher education. A dynamic, systematical and related approach is employed in the exploration of its force, mechanism, organization, management, environment, competition and cooperation, which provides a new wayto the exploration of some practical and theoretical questions surrounding the development and cooperation between universities and universities, to maximizing favorable factors and minimizing unfavorable ones in the making of development strategy on the part of the government, universities and the department concerned, having a more competitive edge and enhancing the efficiency of innovative development. By analyzing the internal and external relations of the university cluster, a new channel is opened up to the interactive development between universities and social economy, regional innovation and community humanities environment.This paper is divided into eleven chapters. Chapter One is a brief introduction to this paper with some questions concerning the research, the expounding of the significance of the research, the proceedings of research and the novelty of the paper. Chapter Two is a summary of the related theory and the research, such as the theory of industrial cluster, the theory of capital and the research of higher education. Chapter Three is about the connotation and analysis of the features. Forms, situation, dynamics are employed to analyze the characteristics of the university cluster and intermediate organizations, network, population ecosystem and self-organized systems are used to analyze organizational attributes of the university cluster and the essential factors of structure of the university cluster. Therefore, the horizon of the university cluster and its integration of Three-dimensional Capital is bought forth on the basis of sphere, class, degree, and requirement and analyze the necessity and the characteristics of university cluster three-dimensional integration. Chapter Four mainly deals with the dynamic analysis, on which three theories are based. Firstly, it is based on the theory of supply and demand, with which the orientation and demand constraints, total demand and supply capability of higher education, and demand types and supply structure and illustrates the relationship between university cluster and supply and demand. Secondly, on the basis of the external economies of scale theory, it analyzes the external economies of scale theory and its characteristics and the effect of the scale of external economies on the scale of internal economies and the relationship between university cluster and the scale of external economies. Thirdly, in view of the theory of transaction cost, it analyzes the university external transaction activities and transaction cost formation, the characteristics of university clusterrelations transaction and the stimulant of relations transaction to three-dimensional capital. Chapter Five mainly deals with the analysis of intellectual capital integration, in which the idea, formation and characteristics of university cluster Intellectual capital are advocated. The intellectual capital integration effect is conducted from these three aspect: human capital, capital structure and customer capital, it puts forward the strategy of intellectual capital integration, and analyzes intellectual capital integration in perspective of development pattern of university cluster, and the relations between high potential difference and low potential difference in the course of intellectual capital integration, the relations between codified knowledge and tacit-knowledge spillovers and the relations between knowledge sharing and knowledge protection. Chapter Six is about material capital integration, which covers the analysis of the formation and characteristics of material capital. It gives an overall analysis of material capital meta-analysis effect, points out the strategy of university cluster material capital integration and seeks the solution to the problem, analyzes the relations between material capital integration and optimization of the structure of property rights, and relations between cluster investment and risk aversion from the angle of university cluster capital allocation, material capital utilization and material capital investment. Chapter Seven tackles the analysis of social capital integration, which points out the definition, formation and characteristics of university cluster social capital and the prospect of social capital of a group of university clusters. From the angle of ten aspects such as social network, trust, specification, information, and so on, it gives analysis of relations between university cluster development and factors of social capital integration, the relations between competition and cooperation among university clusters, the relations between strong ties and weak ties, the relations between embeddedness and open; innovation effect, and interactive learning effect, effect of transaction cost savings, risk-sharing effect. Inquire into the effect of informal system on the university cluster. Chapter Eight is about the analysis of three-dimensional capital interactive integration, which points out the campaign formula of university cluster, the portfolio investment, analyzes the relations between university cluster and three-dimensional capital interactive integration, and the basic mobile tract of three-dimensional capital interactive integration factors, bringsforward the enhancement of innovative mechanism, incentive mechanism and cost-effective mechanism of university cluster three-dimensional capital integration. Chapter Nine is about the analysis of system dynamics, which is intended to probe teaching resources sharing, the utility of infrastructure and technology innovation in the course of university cluster capital integration. Chapter Ten is case analysis, which takes Shanghai southwest area university cluster as the example, analyzes the condition about three-dimensional capital integration and the space of expanding the effect. Chapter Eleven is the conclusion and prospect, which gives a summary of the arguments presented and a prospect of the research in this sphere.
