This paper is aimed to make an attempt to reveal the phenomenon of social progress and its costs born mutually which formed a sharp contrast which centered on the mirage brought by the social process, the relation between the social process and its cost, the nature and its formation, and the critical comment of social cost, the adjustment as well as the exploration in the reality.In the scope of the western ideological history, the systematic concept of social progress did not appear until the modern times. Even then, the concept of progress is not a general and historical one from the start, and is not the ideology of public concept and behavior either. The concept of"progress"was mainly limited in the field of intellectuals in the early phase of modern times, and later it was spread to other areas of social life. With time going, it was viewed as a universally suitable concept in 18th century and considered beyond the scientific reason in 19th century, which is established as a kind of inexorable and irresistible law.When it comes to the social development, it is always considered in a narrow sense a kind of development from low levels to high levels, while"the social progress"mentioned with the social development similarly mean the change and inheritance of living ways or state in the whole society, which takes the basic judging standard.Concerning social progress, firstly, the absolute progressing concept of...
