Study On Population Development Governance From The Perspective Of Strategic Management

Governance theory is the theory being suitable to development of the times, it has reflected the general trent of political, economic and social development. This dissertation researches on the governance of the population development based on the governance theory from the perspective of strategic management.Our country is a great country with lots of population, population plays a very important role in our economy, society, resources, environment sustainable development. So how to make good use of population's positive role requires that we should study from the perspective of strategy. The progress of theory and practice make our population development governance have had the relevant characteristic, factors and reality background.Population development governance means that the government, the society and the market carry out the task of population development by working together, interacting, cooperating, serving and other ways in order to realize the population development's ultimate target. The strategy management population development has a close logical relationship with the population development governance. The population development governance includes the subject, the structure, mechanism and the object. And the subject includes the government, market and citizen society. The structure means the relation between them. The mechanisms include the participation mechanism, opening mechanism, communicating mechanism, whose business includes stabilizing the low birth rates, improving the born population quality, improving the population structure, improving the family planning service to the mobile people, and the human resources exploitation. The structure of the population development has a great effect to the function. Function embodies in the strategy business, function ensuring, and process of population development strategy management.Further, this paper carried out questionnaire investigation on the population development governance and the strategy management. The investigation has lots of important conclusion. The significance of those conclusion is: firstly, the population development governance need the cooperation of the government, market and citizen society; secondly, The innovation degree of NPFPC has a great effect on the strategy's carrying out and implementation; thirdly, the structure of the population development governance has a important effect on the function of the strategy management; fourthly, the system of the population development governance need four key elements to build; last, the population development governance is not only technology problem, but also a complicated system engineering. We should set up the notion of macro-population.Submit the following suggestion specifically for the conclusions, the paper puts up following suggestions to the population development management system: Firstly, the innovation based on the macro-governance; the innovation based on the micro-governance, and include the innovation of construction system, major mechanism of the population development governance.
