Though the above study, the researcher consider the attribute of our country's leisure sports are composed of sports industry and sports enterprise. Moreover the author clarified concretely their function of government, nonprofit and commercial recreation agencies. Then, the researcher made the leisure city of Hang Zhou as a typical example to investigated, thereby reflex the developmental condition of our country's leisure sport. Accordingly, brings forward the key defects of our country's leisure sports-service organization system, which include that maladjustment of whole configuration, unbalance of organizational connection, absence of resource, non-socialization of run mechanism and restriction of social condition support system.The construction of Service government is a process of good governance.
