The 21st century is a time of information and leisure. Since the beginning of the two work-free days a week in 2002, over half of this country's inhabitants have been engaged in domestic tourism. Especially for the off-island areas of Taiwan, the water recreation industry is developing well, such as Ma-Tuz, Kinmen, and Penghu. First, Matzu Archipelago is located northwestward by west in Taiwan Strait, which is the very water Matzu had saved many sailors' lives. Matzu is subordinate to Lienchian County of Fuchien Province, facing the river mouths of Minchiang (Min River), Lienchiang (Lien River), and Luoyuan Bay. Four villages and five islands, including Nangang (Southern Rod), Beigang (Northen Rod), Juguang, Dungyin, are the components of Matzu, which is the north-most front of Taiwan-Penghu-Kinmen-Matzu free zone, scarcely holding a stream away from Mainland China. Second, Penghu National Scenic Area , comprising of sixty-four islets, scattering around the Taiwan Strait. Flat landscape makes it different from Taiwan Island. It is blessed with the most spectacular view in Taiwan. Located in Pacific Ocean southeast of Taiwan, Lanyu and Green Island offer the enjoyment of nature environment, whale spotting and scuba diving.Matzu National Scenic Area comprises four townships on five islands. Finally, Kinmen, also known as Quemoy, is a small island with a very big reputation. Situated just off the coast of Mainland China, it was the site of fierce fighting between Communist and Nationalist forces when the latter withdrew from the mainland in 1949. In that fighting the Nationalists emerged victorious, forging stories of loyalty and valor that live on today as important part of the historical legacy of the Chinese people of Taiwan. Therefore, numerous scenes---natural, cultural, or of fortifications---are found on these islands. The purpose of this study was to understand the leisure behavior of the residents which live in Ma-Tuz, Kinmen, and Penghu. 2069 participants replied the questionnaire with 82.76% respose rate. According to the analyses of ANOVA and factor analysis, there are nine reasons for the residents'recreational benefit. In addition, there are six factors for the residents'recreational conflict. The internal consistency of the questionnaire estimated by Cronbach's alpha value was .9617 and the total explained variance was 59.474%. In summary, a special program should be initiated to develop data base with adequate data about advanced labors in the third sector. Also, survey and policy analysis capabilities should be enhanced in the future.
