The quality of education is decided by the quality of teachers. How to establish a high grade specialized teacher force becomes the focal point which various countries pay attention to. Teacher evaluation is not only to guarantee an excellent teaching quality, but also promote teachers themselves to grow in a professional way; Meanwhile, it also make it possible to find outstanding teachers, from which teachers can find their own strong points and weakness.A fair and sound evaluation system works in a continual and systematic way, which serves the purposes both for personnel management of the school as well as professional development of the teacher. The final aim of the system is to guarantee professional dignity and autonomy of the teacher.The theory of teacher evaluation system is established on the basis of philosophy, psychology, pedagogy, management science, education surveying, educational statistics and systems science foundations, at the same time, post-modernism and humanism also finds its profound influence. The teacher-friendly evaluation environment emphasizes a spiritual dialogue from teacher to teacher, from teacher to school, creating an atmosphere for the teacher to develop both academically and spiritually.The expert and specialized institution act as the evaluator in the evaluation system, which lays its foundation on teachers professional growth. They should facilitate an organizational climate in which the evaluation is carried in a trustful, respectful and active way to make the teacher and school grow harmoniously.Reflecting on the practice of traditional teacher's evaluation, the USA proposed a new humanism-based and differentiated system, which values effective teaching aspects and emphasize on teachers professional development.A series, clearly-understood standards serves as a key factor for successfully implementing teacher evaluation system. The standards, itself, grow with the time, blending new ideas and methods. Differentiated standards and index for the teachers in every stage are adopted for various purposes.Using the teacher evaluation system of the USA as a reference, we should improve our practice, recruiting more talented personnel by establishing demanding teacher credential system, improving the teacher quality by adopting a differentiated evaluation system, to improve our teacher quality profoundly. The fifth, sixth and seventh chapter focus on these pointsTo establish a reasonable teacher evaluation system, making it as a propeller both for teachers and students is, undoubtedly, our unremitting pursuit.
