Fairness is a ideal of human,and it is also a important angle of society. fairness of education become the most important part of the society because it is the basic way to change the unfavourable people. Along with masses and popularize of education, as the core value of morden education, fairness of education is rather an aim than a ideal of education. And the study of fairness of education is also become the ideal of education to appraise and supervise it. Analyse present situation and reason of our country,ask for reference of other country,push forward the measure of fairness of education to solve our own question. This is the main aim of this paper.Government,as a provider of public product of education,carrying fairness of education is the vocation of government. Therefore, government is surely to become the main body of fairness of education,and also has the leading function to push forward it. When come to the significant issue on how to realize fairness of education,this article expound from the follow:The first chapter start from the harmonious society,expounded the basic theory of the meaning of fairness of education,the content of fairness of education,the characteristic of fairness of education,demonstrated the value of fairness of education and the result of defect on it,and it is urgent expect of harmony society.The second chapter discuss carrying fairness of education is the responsibility of government. And the responsibility has limitation,it can not exceed the stage of social development. Also, government has different function in different education stage.The third chapter is on the basic of ask for reference of America,Finland,South Korea and India,through analyse of their measure then give us some useful enlightenment. The fourth chapter expound the obstruct reason of government responsibility of carrying fairness of education. First of all,analyse the present situation of fairness of education of our country, The second,analyse the obstruct reason of government. For example the reason of idea,system,policy,and manage etc.After the exploration of existing theory resources and approaches of practice,under the vision of government,the realization of fairness of education require positive and effective cooperation between government and department of education and social organizations. Author put forward some measure to solve the question of fairness of education, just as by strengthen the idea of fairness of education,consummate the function of government education,adjust the public policy of government education, strengthen the construction of education legality,bring forth new system of education,and also strengthen evaluation and supervision of education.In the course of expounding,the artical also has defect. For example,statistics target of fairness of education just describe not very deep. Some informations are not form a system and not consummate.The article also bring forth new ideal.First,with the angle of government responsibility to discuss the defect of China fairness of education.second,expound on the basic of the relationship of fairness of education and government responsibility,analyse the government reason of the defect of fairness of educationand finally construct the countermeasure system of government responsibility.Fairness of education is a developping process,and is a fine idea of human,also a system of social project. It is the extend and reflect of the value of social fairness on the field of education. Fairness of education is not absolutely,but relatively. Therefore, government should to the best of it's ability.
