With the continuous developments and improvements of the system of environmental science, a new combined subject, which intersects environmental science and management science came into being, "environment—environmental management—the sustainable development theory of the environmental management" has gradually become the key point of human development in the 21 century. In order to deepen the theory, in this dissertation, enlightened by the above theories, the author put forward a research system of focusing on basketball referee, based on the theory of "environmental management", with the purpose of constructing a sustainable environment to Chinese basketball referee.The chief research methods in this dissertation: documental materials, investigation, questionnaire, statistics, logical analysis. The analytic tools: environmental management, sociology, science of law, ethics. The author illustrated the effects and changes in the inner factors because of the influence of the macroscopic environmental management system (natural environment and social environment), the middling environment system (organization, management models, supervise mechanism, training methods, selecting ways) and microscopic environmental management system (basic information, professional morals, working qualities, psychological qualities, physical qualities), in this way, we can have a reasonable attitude to the current situation of "environmental management" to Chinese basketball referees, and then proposed a strategic construction of a sustainable development of Chinese basketball referees. The conclusions are as follows:1. The current situation of the macroscopic environmental management system to basketball referees and its effects.Based on the illustration of the classification of the environmental management theory, the main effects in the inner factors of the macroscopic environmental management system to Chinese basketball referees: "political environment" is helpful to the formation of the spirit of devotion, "economic environment" is helpful to promote the size and number of referees, "cultural environment" is helpful to push forward the improvement of referees' working ability, "lawful environment" is helpful to control the referees' behavior and force them to work honestly.2. The current situation of the middling environmental management system to basketball referees and its effects.The main effects in the inner factors of the middling environmental management system to Chinese basketball referees: "organization" has a situation of obscure management limits and limited development space. "Management models" has the phenomenon of rigid personnel management, unitary management pattern, and inadequate management mechanism. "Training methods" has the problems of inadequate training medium and limited training time. "Selecting ways" has a lot of malpractices: incomplete quantization standards, no transparency in selecting ways, imperfect competitive patterns. "Supervise mechanism" has the following problems: inadequate honesty in supervise medium, no compelling force in supervise ways, and no controlling force in supervise ways.3. The current situation of the microscopic environmental management system to basketball referees and its effects.The main effects in the inner factors of the microscopic environmental management system to Chinese basketball referees: "basic information" has a lot to be improved: the quantity, the level, the size and the structure of the referee, and the referee's motive need to be further corrected and motivated. In "professional morals", the controlling force to the law and regulations, rules and environment need to be further corrected and motivated. In "working qualities", the theory rules and the practices on courts need to be further improved and carried out. In "psychological qualities" the psychological pressures and emotion undulations from different aspects need to be further controlled and relieved. 4. A strategic construction of a sustainable development of Chinese basketball referees.With the reference of the constructing sustainable development theory of Professor Niu Wenyuan:" survival supports system, society supports system, development supports system, intelligence supports system", the author further illustrated the sustainable development theory of Chinese basketball referees which is constructively modeled by the "macroscopic, middling, and microscopic" environmental management system, in this theory, the base is the "whole system" and the relevant factors are drove by the dominating factors.Macroscopic aspect—the constructing sustainable development theory of basketball referees: improve the dominating factors—optimize "the economic environment", develop the relevant factors—create the "cultural, political and lawful environment". The main line is "the economic environment", "the cultural environment" is rewarded and punished dependent on "the economic environment", "the lawful environment" needs to develop "integrity through high pay" mechamsm, "the political environment" needs to create a lofty political consciousness dependent on "the economic environment".Middling aspect—the constructing sustainable development theory of basketball referees: improve the dominating factors—reform "the management models", develop the relevant factors—program "supervise mechanism, training methods, selecting ways and organization". The main line is "the management models", "the organization" is formed dependent on "the management models", "supervise mechanism" need to controlled dependent on "the management models", "the selecting ways" need to be evaluated by "the management models", "the training methods" need to be operated by the "the management models".Microscopic aspect—the constructing sustainable development theory of basketball referees: improve the dominating factors—improve "the working qualities", develop the relevant factors—strengthen "the professional morals, psychological qualities and physical qualities) The main line is "the working qualities", "the professional morals" is reflected dependent on "the working qualities", "the psychological qualities" need to improved dependent on "the working qualities", and "the physical qualities" need to be showed dependent on "the working qualities".
