Music course is a compulsory course in primary and secondary school education and an effective carrier to inherit Chinese ethnic music. With the general trend of economic integration and cultural diversity,how to effectively protect national characteristics in music education in primary and secondary schools so that the Chinese national characteristics and internationalization in our country's primary and secondary school education can develop in a coordinated manner for joint harmonious prosperity has become a focus in the current music teaching in our primary and secondary schools.The paper starts from concerns over national characteristics in the music course in primary and secondary schools. On one hand,it analyzes the connotation and theoretical basis of the national characteristics in music course. On the other, through large quantities of surveys of the status quo followed by empirical analyses about our country's primary and secondary school music curriculum implementation, it strives to find out problems and what is still left to be desired. Then, from the perspective of comparative study of the music curricula of ROK,Japan,Russia,etc. it studies their experience on treatment of national characteristics in music and makes comparative analyses with the help of the enlightenment. At the same time , it makes theoretical analysis about national characteristics and internationalization of music courses. Based on the above,it attempts to carry out primary and secondary school music programs to protect national characteristics in music education in primary and secondary schools,and makes several proposals on improvement of protecting the national characteristics in our country's primary and secondary school music curricula.The paper is composed of seven chapters.Chapter One mainly illustrates the basic background, research objectives, research questions, importance and research methodologies of the research issue, followed by a systematic analysis on the history and current situation at home and abroad about research of national characteristics in school music curriculum.Chapter Two comprehends and unscrambles important concepts such as national characteristics, ethnic music, ethnic music curriculum and national characteristics in curriculum. Centering on the theoretical basis of national characteristics of school music curriculum, the paper makes an approach through the perspectives of anthropology, cultural studies, sociology and pedagogy.Chapter Three mainly uses literature analysis, observation method, survey and comparative analysis method to analyze textbooks used in different regions and data of questionnaires and interviews. After analyzing, important conclusions and suggestions are then given on recognition of ethnic music value through comprehension of music curriculum objectives and textbook contents as well as implementation of teaching methods and principles. Histograms and data graphs are used to describe survey data; Conclusions are reached through sorting and analyzing sample data and using inferential statistics.Chapter Four makes comparative studies of national characteristics in primary and secondary school music curricula between China and foreign countries. It analyses the concept and teaching methods of national characteristics in music curriculum of three widespread music education systems in the education field—Kodaly music education system, Carl oroff music education system and Kabalevsky music education system. Meanwhile, it makes comparative studies on Korea, Japan and Russia on their music curricula and national characteristics in music teaching and draws some enlightenment for our country's music curriculum and teaching from these education concepts and practices.Chapter Five mainly states the developing strategies of ethnic music curriculum resources in primary and secondary schools of China, that is, to improve the understanding of ethnic music curriculum value; establish a sense of developing ethnic music curriculum; effectively develop music curriculum resources with ethnic characteristics; reinforce teacher training on development of ethnic music curriculum; optimize developing channels of ethnic music curriculum resources.Chapter Six makes detailed analyses of implementation strategy of ethnic music curriculum of primary and secondary schools in China on the practice level to reinforce practical exploration of teaching and design excellent classroom teaching cases with ethnic characteristics; construct new ethnic music teaching mode; study excellent school-based ethnic music textbooks.Chapter Seven is the conclusion of the paper. The author believes that on the issue of national characteristics of music education in primary and secondary schools, we should specify the inheritance function of ethnic music culture and effectively use the abundant resources of ethnic music to enrich the cultural connotation of music curriculum and advocate coexistence of different music education forms.In conclusion, national characteristics and internationalization are mutually conducive to each other in primary and secondary school music curriculum. However, the curricula of primary and secondary school music teaching must plan to make a point of protecting national characteristics in music. Curriculum design, textbook compilation and music teaching implementation should be implemented as an important objective of national characteristic in music. Meanwhile, music national characteristics in primary and secondary school music teaching can be implemented through three major channels: firstly, making use of the colorful national musical resources from various regions of our country to enrich music textbook contents; secondly,making use of national music education to establish national spirits and inherit and carry on national cultures; thirdly,making use of the colorful music course as carrier in primary and secondary schools to reveal national characteristics and cautiously deal with the relationship between nationalization and internationalization;fourthly , making use of national characteristics in music for education of national characteristics to promote socialization of individuals and form and effective way to improve quality of the entire nation.It is not only necessary but also feasible to implement national music teaching in primary and secondary school music curricula. Also,we should make conscious plans to protect national characteristics in primary and secondary school music teaching, which can effectively avoid"westernization"of education, and realize coexistence of multi-cultures and effective protection of traditional Chinese music culture, so that we can promote national characteristics in music, which is our responsibility and mission for the prosperity of the world music culture.
