Along with industry's social types transit rapidly, the staff confront the challenge is also very different from the past. The enhancement of personal value makes employees not only pay attention to how good their welfare is and how much salary is, also if the workplace is comfortable, safe, and full of peaceful and pleasant atmosphere which will influence their working emotion. They also consider the harmony in society and in family. Therefore, enterprises should take measures to keep their employees physically and mentally healthy, according to the employees various needs. Beside, the employees' problem was not solved, it would influence not only the personal performance but also the whole achievement of the enterprises. Therefore, it becomes the main concern for the to assist the employees to solve the problems. The documents of the domestic and overseas point out that Employee Assistance Programs (EAPs) are worksite-based programs designed to assist in the identification and resolution of employee productivity problems. This programs will help employee work steadily in enterprises. Beside, to lower absence from work, to switching their jobs, to improve harmony in working place and the relations between labor and capital will reach organization performance and strengthen employee's commitment to the organization. The main purposes of this study were to develop the Chinese Professional Baseball Leagues' Players Employee Assistance Programs, probes into the related studies between EAPs and organizational commitment. In order to achieve the above purpose, in this study adopts Modified Delphi Technique and Questionnaire Survey. The Modified Delphi Technique was used to develop of EAPs for Chinese Professional Baseball League Players. Besides, the two-rounds Delphi Technique were conducted for establishing the EAPs of Chinese Professional Baseball League, and the ten experts are from five fields: human resource management, guidance and counseling, employee assistance programs, sport management and baseball coaching. This study apply Modified Delphi Technique in questionnaire in order to gather opinions of this study group. Data acquired from questionnaire were organized and analyzed using computer program of the statistical package for the social science (SPSS for Window 8.0). The data were grouped for initial analysis using statistical instruments: frequency, mean, standard deviation, quartile deviation descriptive statistics. The Questionnaire Survey was adopted from Chinese Professional Baseball League Players. Of the 132 questionnaires sent out, there were a total of 96 returned valid questionnaires, the returning rate of valid questionnaires was 73%. Collected data was analyzed by descriptive statistics, t-test, one-way ANOVA, factor analysis, reliability, correlation analysis and regression analysis. The main findings are as follows: First, according to the above processes, the sets of 49 cultivation had been produced, and distributed its into four categories: "Work EAPs ", "Health EAPs", "Family and Life EAPs", "Other EAPs". Second, the sequence of importance is "Athletics Protection EAPs", "Training and Communication EAPs", "Self Management EAPs ", "Work and Life EAPs". Third, the sequence of importance is "Affective Commitment", "Retention Commitment", "Value Commitment ". Fourth, the personal demographic is significantly difference to EAPs. Fifth, the personal demographic is significantly difference to organizational commitment. Sixth, the relationship between EAPs and organizational commitment is positive. Seventh, EAPs has notably positive influence on organizational commitment.
