In terms of both the intensity of the clash and the actual loss and negative effects, the "Weng'an Incident" in 2008 was of the significance of a sample. The incident broke through the boundaries of "routine protests", "struggles according to law" and "struggles by law", and unfolded new features and trends. If people still believed that the "Weng'an Incident" was caused by the discontentment of the local people towards the disposal of "the Drowned to Death of Shufen Li" by the government there, and ignored the mass or social psychological base occurred behind the incident, they simplified the whole process and would do harm to the prevention of the occurrences of the similar incidents in the future.In the evolvement of the "Weng'an Incident", the discontentment of local people played a leading role:Firstly, on the micro-level, catalyzed by "the Death of Shufen Li" and "the being hit of Xiuzhong Li", the discontentment was amplified; Secondly, on the middle-level, in the particular circumstances of Weng'an County, the discontentment was accumulated among the common public, which provided the mass psychological base for the incident on June 28; Thirdly, on the macro-level, the discontentment with the mass psychological base of the locals in Weng'an towards certain issues and ill social phenomena reflected in the incident there, to some extent, could be applied to China as a whole.Different from "the collective actions based on the resolve to demand their interests", "Weng'an Incident" belonged to one of "the crowd behaviors based on the emotions to express their discontentment", in other words, it was an extra-system action which was carried out by the temporarily assembled people and was mainly touched off by coincidence to express their discontentment, which possessed four key features:the actors were "non-particular masses"; the actions were carried out spontaneously; the actions were driven by discontentment emotions; the action processes were prone to plunge into chaos and violence.In "The crowd behaviors based on the emotions to express their discontentment", such as "Weng'an Incident", the participants of the related violence were not depressed by certain scenarios, and their attacks primarily on government facilities were aimed at express the discontentment and resentment caused by social injustice. The discontentment was beyond an individual's depression in certain circumstances, had prevalent social psychological foundation, and was released by incidental events and routine disputes. Therefore, it would by accurate, delicate and comprehensive to describe the process of "Weng'an Incident" as "discontentment—stimulations—attacks". By carefully examining the typical mass incidents occurred in China, especially "Weng'an Incident" which possessed sample significance, we could find out the new trends of them:the actors of these incidents changed from "certain group of people" to "non-particular masses"; the incidents took place mainly in urban communities, instead of rural towns or villages; the aims of the incidents were expressions of discontentment, not appeals for certain interests; the driving mechanism of the incidents was "discontentment—stimulations—attacks", not "oppressions—reactions" any more; the tactics of the incidents were "protests by violence", not "struggles according to law".
