Research On New Community Management Mode In Urban Construction

With the rapid development of China's economy society and expanding of the city sizes, the construction of new urban areas and new community are changing day by day, the structure of the old urban areas and communities are also undergoing profound changes.Community has become an essential city unit and played an important role in the development of city. The questions and management of community are increasingly emphasized by the government, and also becomes one of the study focuses of theory circle.In this paper, the community is considered as a system, makes an empirical study on the existing problems of city community management, integrates multi-disciplinary knowledge, and put forward a new type of city community management system and the virtual organization management theory of city community based on the virtual organization theory, which provide with a series of possible measures for solving the existing problems of city community management. This article has been subsided by the scientific and technological project of Henan Province《the Integration of Digital community Technology and Management》,and the study contents and achievements include the following aspects:1. Carried out an empirical study on the the existing problems of city community management based on the domestic and international research status and the result of questionnaire survey. Through the descriptive statistical analysis and analytic hierarchy, systematically revealed the occurrence, development and distribution rule of existing problems of city community management. Through the factor analysis on questionnaire survey found that many external appearance of the existing problems of community management exist several public factors. To further study the distribution rule of the existing problems'internal origin, carried out the second survey of community management and cluster analysis of the survey. It found that the internal origins of the existing problems of community management included community management system, organization structure, division of authority and responsibility, personnel quality, technical factors, communication and coordination and so on. This study shows that the existing problems of community management have the characteristic of multi-attribute. Between the external appearance and internal origins of the existing problems are multivalve corresponding relationship, that is, every problem of community management is caused by multiple factors which interat cross and result in overlapping.2. According to the results of multivariate statistical analysis on the survey questionnaire, taking full account of the characteristics of community management, based on the rule of law, residents autonomy and harmonious management proposed a new type of city community management system. This management system is divided into four levels which ia municipal government, district government, community office and community committee, push down the center to community committee which is the masses autonomy organization, the government played a macro-guiding role, and community committee integrating the community resources is responsible to manage the community affairs.Thus,change the government management to the community residents autonomy as the core and democratic participation in, and solved the fragmentation and lack of co-ordination problems of traditional community management system,is good to achieve community autonomy.3. Studied the community virtual organization management mode based on the new type of city community management system and virtual organization theory. Firstly, built the community virtual organization management mode which had the characteristics of convenient services and dynamic equilibrium, and realized community residents autonomy and the integrated management of community resources. Secondly, built the structure of the community virtual organization.This structure not only had vertical leader ship which unifily managed the community work and co-ordinately useed community resources, but also had the horizontal division of the room, which made responsibilities clear and a high degree of specialization. And it ensured the smooth implementation of community virtual organization.Last, in order to ensure community virtual organization's effective operation and management objectives' realization, constructed the dynamic control flow of community virtual organization based on the management and control theory.4. Study the management information system of community virtual organization based on the management model of community virtual organization management. The management information system mainly includes the latitude of system integration, system platforms, network architecture, and function modules and so on. Build a single information portal website,achieve the "management integration", "resources integration", "application integration" and "technology integration",change the one-way communication way in traditional community for a two-way communication way, realize two-way interaction among the mains of community management and residents. At present, the system has been trial in the Lin Shanzhai streets offices central plains district of Zhengzhou city and obtained good results and evaluation.5. Besides, based on the new type of community management system and the community virtual organization management mode put forward specific countermeasures and suggestions for solving the existing problems in the mains of community management and sevice and residents.In this paper, carry out the detailed analysis and study on the theory and application of city management and provide the virtual organization management theory of city community which has important application value and practical significance for advancing the community management level and jointing with the foreign advanced standards of community management model. On the theory and methods, the research results add new content of the field.
