| Housing, a main category of real estate, is the key target of nation's regulative measures. The government can realize the regulation on the housing supply through land policy, but because of the lack of scientific and systematic instruction, the effect of the regulation is influenced. This phenomenon has drawn the government department and academic circles' high attention. How to carry on the regulation to the residential market's development source and to the primary market of the land supply scientifically and efficiently, has become the hot topic which the society discusses. It is urgent to shift from the extensive regulative method which depends upon the plan and the qualitative analysis to the precise regulative method that depends upon the market and the quantitative analysis.The purpose of this dissertation is to make some explorations in the aspects of excavations of market information and quantitative analysis methods. The bridge between land supplies and housing market is the housing digestion cycle. The foundation of the land supply regulation should be the study of the data information collected from real estate market. We must find the regularity or the development tendency of the digestion cycle in housing market, analyze whether the relationship between the current housing supply and demand is reasonable or not, and therefore forecast the develop trend. Then, we will be able to make up pertinent and precise supply measure of residential land, adapt the request of urban economy and social development better, and satisfy the demand of people's improving the housing condition.This paper profited from some rationales, such as the real estate economics, the information economics, the public management theory, urban land resource management and systems dynamics etc. We took the advantage of some technical methods, such as the modern computer information technology, geographic information system (GIS) and software of database, etc.to fulfill the development of Shanghai Real Estate Management Information System (REMIS). Taking this as the basic condition of our research and using qualitative and the quantitative analysis methods, we studied the relationship systematically between the equilibrium of the supply-demand in housing market and the quantity, structure and price of the primary land supply market, proposed the reasonable method to determine the primary land supply. In the end, we applied the method we proposed to some cases of the residential land supply in Shanghai and put forward some corresponding countermeasures and proposals.This paper is divided into ten chapters and it combines theoretical studies with case analysis in the structure. Chapter One contains the background analysis and study on related theories. Based on the brief analysis of the development of China's real estate market as well as the problems been showed and the methods taken in the current residential market regulation, this paper points out the concept of how to go on with the research; Chapter Two gives an introduction to several theories, including Real Estate Market Theory, Government Interference Theory and the theory on Information Economics. With the above theories, this paper analyzes China's real estate market, laying an emphasis on the study of the relationship between the residential demand-supply equilibrium and the information about real estate market; Chapter Three not only states the linkage relationship between land supply for residential use and market information, but also put forward the method for how to gain and deal with the information, as well as how to apply the decision. Moreover, it also gives an introduction to the related methods for data collection and system establishment of Real Estate Management Information System (REMIS) as well as the data-processing problem. Based on Real Estate Management Information System, chapter Four introduces the market analyzed information and set up the index system with housing-consuming period as the core index, which could be used to judge the rationality of demand-supply law in the residential market in terms of total quantity, structure and price; Chapter Five carries out the information analysis of current Shanghai residential market; Chapter Six studies the method on the amount and structure for land supply, and points out the solution on how to judge the rationality of land use in terms of the amount and structure; Considering Shanghai's situation, Chapter Seven provides the proposals on how to figure out the amount and structure of residential land supply; Through the analysis of the law of land-price distribution, Chapter Eight proposes the concept of dynamic land price as well as the measuring method in view of the price dynamics of residential market, which provides the analyzing methods and basis on how to rationally decide the price of land supply; Based on the data of Pudong residential market, Chapter Nine studies a study on the law of basis-price distribution of residential land with real cases; Chapter Ten summarizes the research results, and points out the trend for future study.The research not only effectively carries out the principle that land-control means used in macro control should distribute the resources according to the market mechanism, but also provides quantitative basis and relevant proposals for the government to draw up the policies on land supply. Based on the Real Estate Management Information System (REMIS), this paper proposes the regulation method for land supply, which takes property-consuming period as the core index. And with the establishment of analysis model and application software, this paper have the method fully studied in a systematical way, which makes the research results of great practical use rather than become a sheer theoretical paper. |
