| China's dairy industry has now become a long industrial chain after 60 years of development. It is a large interdependent economic system which associated with significant benefits of industry stakeholders. Security and stability in the industry running, related to the dairy business and the economic interests of farmers, but also related to the interests of investors, also related to health and safety of consumers. In recent years, milk quality and safety incidents affected the normal operation of the dairy industry, and more security issues of dairy industry are concerned about.The paper first reviewed the relevant industry safety theory and practice, analyzed the development stage of dairy industry; and then designed the safety analysis paradigm, proposed dairy safety research framework (S-L-O-R) from the perspective of industrial economics. Based on the theoretical framework, the paper has produced a single factor analysis starting with the four aspects of industrial economic theory: the industrial structure, location, organization, regulation, and then made comprehensive analysis for a number of factors from the time and space two dimensions; finally, the paper proposed policy recommendations to maintain the safety of dairy industry.The main conclusions of this paper are as follows:(1) Industrial safety is closely related to stage of industrial development. For in the infant stage and decay stage of the industry, problems the government faced is to protect of infant industries and transfer of declining industries, and for at growth stage and mature stage of industry, government industrial policy guidance and supervision is particularly important. The article's findings show that China's dairy industry is in a growing stage, and it is urgent to improvement the industry regulations.(2) There are several structural factors affecting industry security as follows: the instability of milk production has become constraints to the dairy; the contribution of technological progress is higher than capital and labor to the growth of the dairy, but the contribution rate of technological progress declined in recent years, and labor-intensive industries increased, so the quality of dairy practitioners become the main factor affecting industrial safety. The livestock industry, feed processing, wholesale and retail trade industry, which lags behind backward linkages will also affect the stability of dairy development. The consumption structure of consumers is single, and more influenced by the dairy marketing. The rapid growth of imports of dairy products has brought a serious impact on China dairy industry development. (3) The factor of dairy location analysis showed that while the level of development of the spatial distribution of dairy equalization phenomenon occurs; on the other hand, there is volatility for development of dairy industry.(4) The factor of organization analysis showed that there is room for improvement due to the dairy industry organization model. Protect the interests of dairy farmers has become the key to stability in dairy development. The processing dairy SCP analysis showed that overall performance is good, but there existed security risks about the performance of property rights and size of industry.(5) The regulation of dairy safety factor analysis showed that the safety monitoring of dairy products has initially established a regulatory body systems, including security, policy and law system, technical standards and safety control system, government regulation system. But there are many problems in the operation of the system; especially there is government failure in safety regulations on the dairy industry.(6) A comprehensive security risk analysis shows that the main factor of regional security risks are milk factor, scale factor, the level of consumption factor, profit factor, resource endowment factors, growth factors and so on. From the time dimension, while the other conditions remain unchanged, the most significant variable which affected dairy safety is in the policy variables. The results showed that the government is duty-bound to maintain milk safety.Some creative points in this research are as follows:(1) The article first attempted to use industrial economics paradigm (S-L-O-R), from the industrial structure, Location, organization, regulations the four aspects affect to analyze internal and external factors of the safety of dairy industry and deeply evaluate for all four factors from the two dimensions of time and space .The study is differ to many scholars emphasize foreign investment and foreign trade and other external threats to examine the safety of industrial.(2) The papers identified and estimate on the life cycle of dairy industry by applying Gompertz Curve and Calculate judgment method to describe the stage of dairy industry. Based on this judge, the article analyzes the relationship between the industrial cycle and industrial safety, points that there are dynamic security risks factors, and analyzes the current safety of our dairy industry faces some special and common factors.(3) The article constructed dairy growth model which is including technological progress factor. The paper measures technological progress on the development of China's dairy industry contribution by using of production function and growth rate equation method. The results showed that the contribution rate of technological progress declined significantly, but the contribution rate of labor input increased. It indicated that the stable development of dairy industry has been increasingly affecting China's employment problem and the quality of dairy practitioners become the main factor affecting industrial safety.(4) By applying data of input-output table in China (2007), the paper carried out dairy industry association analysis. Research results show that backward linkages in the dairy industry lags will also affect the stability of dairy development.
