The birth and development of Internet was one of the greatest achievements of civilizations in the 20th century. In the last few decades, the Internet went through a conversion process that from military application to commerce application. Nowadays, the popularity rate of Internet has been close to 30 percent in the world. The Internet not only has changed the traditional modes of information exchange, but also had an effect on the development of politics, economy, culture and society. Although the Internet promotes the progress of mankind, it also brings about a series of social problemsThe dissertation aims at the social problems mainly that the Internet comes up against in the course of development, and analyzes the Internet content administration modes in some countries through comparative studies. The administration modes and policies are different in these countries, conditioned by political system, legal system, cultural tradition and characteristics of Internet. The dissertation hopes to have a comprehensive analysis on the different modes in order to study the topic of Internet content administration in depth. The intention of the research is to sum up the experiences on Internet content administration of some countries, which can enlighten the Internet development to our country.From chapter one to chapter three, the dissertation has a research on the characteristics and negative impact of the Internet, the relation between freedom of expression and freedom of the press, and the Internet administration theories. From chapter four to chapter nine, the dissertation has a comparative study on Internet content administration mode among the countries——America, Germany, Singapore, Korea, England, France, Japan and China. The research compares these countries from one kind of macro analysis chiefly, including the administration conditions of rule of law, self-regulation, government policy and technology. Chapter ten has a deep research on cases analysis, that include the case of CDA in America, the case of Tobin in Germany, the case of"destructive standard"in Korea, and the case of AIDS woman in China. Chapter eleven is the conclusion.Some conclusions are drawn from the dissertation through the comparative study. First, the regulation of Internet has been one kind of internationally-accepted practice, and there is not one kind of absolute freedom existed on Internet. Second, the laws not only regulate the negative effect and social problems, but also ensure the orderly development of Internet. Thirdly, self regulation will be more important than before in information age according to the characteristics of Internet. However, all countries should adjust its original framework. Fourthly, the governments paid more attention to use filtering techniques, which embodies the features of information society. Last, media literacy of Internet should be strengthened.The dissertation gives some advices on Internet development and administration in the future. First, the integration of telecommunication networks, cable TV networks and the Internet should be given major concerns. The integration will not only change the regulation policies of Internet, but also affect the economy, culture and society development more and more. Second, we should strengthen the research of ethics construction about Internet. The key to this question rests with the conversion between ethics rules and individual conviction. Last, the globalization is an important factor which affects the research of Internet development. We should join in the international trend actively, and avoid the violation of national sovereignty and information safety synchronously.
