Generation Of Enterprise Clusters And Technological Innovation Capacity To Nurture

On the one hand, technological innovation is the core factor of economic growth and the source of human wealth. With the wave tide of new technological revolution and the deepening of economic globalization, great changes have taken place in the business external environment and technological innovation has become the direct source of an enterprise's competitive abilities. Accompanied with the increasing importance of technological innovation, how to promote technological innovation effectively has become a very important question for study. There are various factors that could make influence to technological innovation, among which organization accounts a lot. On the other hand, the distinguished economic behavior of such as Silicon Valley Enterprises Cluster and Italian Traditional Enterprises Cluster in recent years attracts extensive attention of scholars and industrial policy makers. Strategies of local enterprises cluster have becoming an important content of local policy or industrial organization policy for local governments in many countries. However, there is not a theory system till now which could guide the practice of enterprises cluster's management for local governments because the study of how to shape enterprises cluster and how to foster its technological innovation abilities is not deep enough and system.Utilized various analysis methods, this paper gives deep analysis on the causes of enterprises cluster's shaping, the mechanism for fostering enterprises cluster's technological innovation abilities and the measures which should be taken.Firstly, based on the review of relative material, this paper analyses the causes of enterprises cluster's shaping and points out that the internal cause is the reduction of knowledge external transaction cost and the external factor is the relationship between the local source condition, market condition, government's behavior, culture condition, social capital and enterprises cluster's shaping. This paper analyses the situation of Chinese enterprises clusters and emphasized points out the lack of Chinese enterprises clusters' technological innovation abilities. Secondly, this paper studies enterprises cluster's technological innovation abilities and gives a concept of it, discusses the shaping course of it, analyses the path dependence effect in the course of its shaping, studies the shaping path of it. Thirdly, this paper analyses the function of institution and government during the course of fostering of enterprises cluster's technological innovation abilities briefly. It discuses the function and relationship between formal institution, informal institution and fostering of enterprises cluster's technological innovation abilities, and between government behavior and fostering of enterprises cluster's technological innovation abilities. Fourthly, this paper discuses the measures of fostering Chinese enterprises cluster's technological innovation abilities and gives some suggestions for support policies on technological innovation, for promoting the cooperation between relative bodies and for policies on promoting innovation achievement's spread in cluster.
