The world economy achieved fast improvement, which increased human life to ahigher level. While, the shortcomings due to obtaining materials and resources fromnature in depredatory ways emerged more and more in the last decades, and become abig challenges in today's world.Considering that environmental performance auditing is an efficient method forcontrolling environment quality, but a little countries, not including China, has beenstudied method theoretically. The dissertation focuses mainly on it. Environmentalperformance auditing is the highest evaluation and re-supervision tool;and it isapplicable to all fields, to environmental planning and sustainable management.1, relative technical methods, such as environment auditing, performanceauditing, environment impact assessment, ISO14000, each works in a limit field, butcan not be combined into one unified way that deals with the environment problemsin a whole. Based on the studying on sustainable development theory and externaldiseconomies theory, the dissertation presents the essential properties and functions ofan environment performance auditing system. As the continuity and the synthesis areemphasized, the current environment evaluations are brought to a new stage.2, based on currently used methods for monitoring local environment, thedissertation presents a way constructing a synthetic environment assessment model, toevaluate the if environment friendly. Some provinces and 48 mining cities areestimated, which aids to draw distinct conclusion for environment impacts to largespaces and in a long term.3, Basic environment concepts are discussed, which are confused easily. Andthese concepts are distinguished in detail to construct a base set for the futurestudying.4, environmental ethics is also introduced. The idea is more or less new. And canact as important role for understanding human to human relationships as well ashuman to environment relationships.
