Science and technology policy means the collective measures taken by a government in order, on the one hand, to encourage the development of scientific and technical research and, on the other hand, to exploit the results of this research for general political objectives. It is inherent that broad common good of science and technology policy, so, decision-making of science and technology policy will impact general public good consequentially. But, in modern society, it's a technocracy domain perennially. Face on risk crises, controversies between experts were emerged, science and technology policy, which is technolocratic, was distrusted by public. It arise the crises of science and technology policy.To resolve the public distrust crises and issue of democratization of science and technology policy, in West, many innovative form of public participation in science and technology policy were developed in succession, in later 1980s. These forms have some common characters. It is included of public participation, information access, public deliberative, concerns achiever and social influence etc. In this thesis, these forms were called by a joint name as"public participation model".
